with the expenditures shown in The City of San Marcos Program and Budget 1983-l984, a copy of which shall be filed with the person performing the duties of City Secretary and which is incorporated herein for all intents and purposes. SECTION 2. That The City of San Ma~s Program and Budget 1983-1984,as shown in words and figures therein be, and is hereby, approved in all respects and adopted as the budget for the City of San Marcos, Texas for the fiscal year beginning October 1, 1983 and ending September 30, 1984. SECTION 3. That the distribution and division of the above named appropriations be made in accordance with said San Marcos Program and Budget 1983-l984. SECTION 4. That there is hereby appropriated the amount shown in said City of San Marcos Program and Budget 1983-1984 necessary to provide for a sinking fund for the payment of the principal and interest and the retirement of the bonded debt of said City. SECTION 5. That there is hereby appropriated from revenue sharing funds anticipated to be received from the united States Government,the amounts shown in said City of San Marcos Program and Budget 1983-1984 to the various purposes shown. SECTION 6. Should any part, portion, section, or part of this ordinance be declared invalid or inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way effect the remaining portions, parts, sections or parts of a section of this ordinance, which provisions shall be, remain and continue to be in full force and effect. SECTION 7. That all ordinances and appropriations for which provision has heretofore been made are hereby expressly repealed if in conflict with the provisions of this ordinance. SECTION 8. That the importance of this Ordinance creates an emergency and an imperative purpose necessary that the provisions of the Charter requiring all ordinances be read at three separate meetings and that no ordinance shall become effective until the expiration of ten (10) days following the date of its final passage, be suspended, and this ordinance shall take effect and be in full force and effect from and after its adoption and publication in a newspaper of general circulation within the city.
