City Council Meeting Minutes April 15, 2014 <br />Father Ben Nelson of St. Marks Episcopal led this evening's invocation. <br />IV. Pledges of Allegiance - United States and Texas <br />Council Member Thomason led this evening's pledges. <br />V. 30 Minute Citizen Comment Period <br />Gene Martin II, San Marcos, informed council of a CDBG grant they have applied for regarding <br />Horticulture and Aquaponics. This is for the construction of a 1000 square foot system to produce <br />high quality produce. <br />Terry R. Norris, San Marcos, discussed traffic problems on Mill St. He is concerned about number of <br />apartments being built along with parking capacity. Also concerned with Mill Street Crossing <br />Development. <br />CONSENT AGENDA <br />A motion was made by Council Member Prather, seconded by Deputy Mayor Pro Tern Becak, that the <br />consent agenda be approved, with the exception of item # 9 and 10. These were pulled and <br />considered separately. Consider approval of the following meetings minutes: <br />March 27, 2014, Budget Policy Workshop <br />April 1, 2014, Regular Meeting <br />5.1 Consider approval of Ordinance 2014 -19, on the second of two readings, amending <br />Section 1.5.1.2 of the Land Development Code to provide that a petition for a Zoning Map <br />Amendment shall not be accepted until any Comprehensive Plan Amendment upon which <br />the Zoning Map Amendment is dependent has been approved; providing a savings <br />clause; providing for the repeal of any conflicting provisions; and providing an effective <br />date. <br />6. Consider approval of Ordinance 2014 -20, on the second of two readings, amending the <br />San Marcos SmartCode by amending Section 1.5.2 to provide that the City Council will <br />decide warrant requests for buildings heights greater than five stories, amending Tables <br />1.2(k), 5.2 and 5.9 to clarify building height limitations in T4 and T5 Transect Zones and <br />amending the Downtown Design Guidelines to acknowledge the role of the City Council <br />regarding such warrants; providing a savings clause; providing for the repeal of any <br />conflicting provisions; and providing an effective date. <br />7. Consider approval of Ordinance 2014 -21, on the second of two readings, creating a <br />designated permit area under Section 82.189 of the San Marcos City Code <br />City of San Marcos Page 2 <br />
