City Council Meeting Minutes April 15, 2014 <br />17. Consider approval of Resolution 2014 -56R incorporating Federal Action Priorities of the <br />National League of Cities into the Guiding Principles for the 2014 City of San Marcos <br />Federal Program Activities; and declaring an effective date. <br />PUBLIC HEARINGS - 7:00 PM <br />18. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against Resolution 2014 -57R approving a Budget Policy Statement for preparation of <br />the 2014 -2015 fiscal year budget; and declaring an effective date; and consider approval <br />of Resolution 2014 -57R. <br />Steve Parker, Assistant City Manager and CFO, provided council with a presentation regarding the <br />Budget Policy Statement for preparation of the 2014 -2015 Fiscal Year Budget. <br />Mayor Guerrero opened the Public Hearing at 7:34 p.m. <br />The following citizens spoke on this item: <br />Kim Porterfield, thanked council for their dedication on developing a budget policy statement. <br />Mentioned potential Bond Election and feels this is the time to begin this process. <br />There being no further comments, Mayor Guerrero closed the Public Hearing at 7:37 p.m. <br />A motion was made by Council Member Prather, seconded by Council Member Prewitt, to approve <br />Resolution 2014 -57R, as previously captioned. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council <br />Member Thomason, Council Member Scott, Council Member Prather and Council <br />Member Prewitt <br />Against: 0 <br />19. TOOPM Receive a Staff presentation and hold a Public Hearing to receive comments for <br />or against the 2014 Community Development Block Grant (CDBG) Action Plan. <br />Janis Hendrix, Community Initiatives Program Coordinator, provided council with a brief presentation <br />regarding the 2014 Community Development Block Grant (CDBG). <br />Mayor Guerrero opened the Public Hearing at 7:08 p.m. <br />The following citizens spoke on this item: <br />Marla Johnson, PO Box 234, spoke on the Women's Shelter. Ms. Johnson gave a brief update on <br />some of the services the shelter provides, these range from human trafficking, abuse, assault, etc. <br />She noted that 138 individuals were served last year from San Marcos. She asked for council's <br />continued support as demands are constantly rising for their services. <br />Trisha Schneider, CASA development director, serves abused and neglected children. She is asking <br />for council's support for CDBG funding for CASA ($35,000) is being requested. <br />Will Richardson, Austin, on behalf of SMPHA. <br />Gloria Salazar, San Marcos, expressed her support for SMPHA. <br />City of San Marcos Page 5 <br />
