City Council Meeting Minutes April 15, 2014 <br />Kathy Dial, CASA, indicated that only 58% of children can be served at this time and asked for <br />council's support in funding this year. <br />Michelle Harper, United Ways Director, asking for support regarding a read, tutor, and mentor <br />program. Held every 2nd Sunday at the SM Public Library. A free book is provided by United Way <br />each time a student attends this event. Also partners to tutor students. Asks for consideration from <br />council for funding. <br />Kim Porterfield, San Marcos, Supports United Ways read, tutor, mentor program. Numerous children <br />and families have been served. <br />Bridgette Phillips, discussed Sustainable San Marcos initiatives regarding school gardens. This is <br />completely volunteer driven, and they are requesting funding to create 2 positions: School Guard — <br />PT position and assistant to help with after school garden club. <br />Shawn Welks, San Marcos, Asked council for their support of community school garden positions as <br />noted previously. <br />Melissa Simpson, Martindale Texas, in support of the school garden club as mentioned above <br />There being no further comments, Mayor Guerrero closed the Public Hearing at 7:30 p.m. <br />NON - CONSENT AGENDA <br />20. Consider approval of Ordinance 2014 -23, on the second of two readings, setting the rate <br />for Wholesale Water Treatment at the City's Surface Water Treatment Plant at $0.3989 <br />per thousand gallons; and including procedural provisions; and declaring an effective date. <br />Postpone to a meeting in May <br />A motion was made by Council Member Scott, seconded by Council Member Thomason, to approve <br />Ordinance 2014 -24, on the first of two readings, as previously captioned. The motion carried by the <br />following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council <br />Member Thomason, Council Member Scott, Council Member Prather and Council <br />Member Prewitt <br />Against: 0 <br />21. Consider approval of Resolution 2014 -58R revising the composition of the Finance and <br />Audit Committee to make all Assistant City Managers voting members; and declaring an <br />effective date. <br />A motion was made by Council Member Scott, seconded by Council Member Prewitt, to approve <br />Resolution 2014 -58R, as previously captioned.
