35 Regular Meeting August 26, 1985 Page 4 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ABANDONING AND VACATING AN ALLEY AND A PORTION OF AN ALLEY IN THE J. S. TRAVIS ADDITION TO THE CITY OF SAN MARCOS, TEXAS; AUTHORIZING THE MAYOR OF SAID CITY TO EXECUTE SPECIAL WARRANTY DEEDS; REFLECTING PAYMENT OF THE FAIR MARKET VALUE OF $690.00; PROVIDING FOR THE REVERSION OF TITLE TO SAID PROPERTY AND THE RETENTION OF EASEMENTS; AND DECLARING AN EFFECT- IVE DATE. Mr. Farr moved to approve the Ordinance on first reading and Ms. Kissler seconded the motion. During discussion the Council requested Frank Robbins furnish the Council a list of all alley abandonments re- quested in the past six months. Mayor Craddock tabled this matter for further explanation and until such time as the Plaming and Zoning Commis- sions' minutes be furnished to the Council and Mr. Guerra seconded the motion. On roll call the following vote was recorded: AYE: Coddington, Farr, Craddock, Guerra, Kissler, Nicola. NAY: None. ABSTAIN: Brown. Mayor Craddock introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, GRANTING THE PERMIT WITH CONDITIONS APPROVED BY THE PLANNING COMMISSION FOR THE SUNRIDGE PLANNED UNIT DEVELOPMENT; AND DECLARING AN EFFECTIVE DATE. Mr. Farr moved for approval of the Ordinance on first reading and Mr. Coddington seconded the motion, which passed unanimously~ Mayor Craddock introduced for consideration approval of two Ordinances on second reading by consensus. Mr. Coddington requested Item 9B be removed from the consensus agenda. The remaining Ordinance on second reading by consensus was then considered. Mayor Craddock moved to approve one Ordinance on second reading by consensus and Ms. Kissler seconded the motion, which passed unanimously. The caption of this Ordinance reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS REPEALING ARTICLE III, DIVISIONS 1 AND 2 OF CHAPTER 22 (SECTIONS 22-44 THROUGH 22-64) OF THE CODE OF ORDINANCES OF THE CITY OF SAN MARCOS CONCERNING THE REGULATION OF POOL HALLS; AND DECLAR- ING AN EFFECTIVE DATE. The item removed from the consensus agenda was then introduced by Mayor Craddock, approval of an Ordinance on second reading, the cap- tion which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 15 OF THE CODE OF ORDINANCES OF THE SAID CITY BY ADDING SECTION 15-1 FEES AND CHARGES FOR LIBRARY SERVICES; SECTION 15-2, PENALTIES FOR MISUSE OF LIBRARY PROPERTY; AND BY DE- LETING UNNECESSARY PROVISIONS PERTAINING TO THE CREA- TION OF THE FIRST LIBRARY BOARD, BY DELETING THE PROVI- SION PERTAINING TO THE TERMS OF MEMBERS APPOINTED TO FILL VACANCIES, AND BY ADDING A PROVISION PERTAINING TO TERMS OF MEMBERS APPOINTED TO FILL UNEXPIRED TERMS; AND BY DELETING SECTION 15-23; AND RENUMBERING SECTIONS 15-24, 15-25, 15-26 AND 15-27 AND DECLARING AN EFFECT- IVE DATE.
