The Council should combine the Fair Housing Commission with the <br />Housing Authority Board." The City Attorney had no problem with this <br />being done and will furnish the Council more information later. <br /> <br />"8. The citizens of San Marocs need better notice of board and commis- <br />sion meetings than the present posting system affords. Publication in <br />the newspapers and inserts in the utility bills are suggested." Mr. <br />Gonzalez stated this could be done through the Community Calendar in <br />the newspaper with the cooperation of the newspaper. <br /> <br />"9. All boards and commissions should file a brief report with the <br />Council at least once a year in January stating their past year's ac- <br />complishments, goals for the coming year, and areas of concern on a <br />form provided by the City Council." Mayor Craddock expressed support <br />of this item. Mr. Brown thought a systematic evaluation could be <br />performed every three years regarding the relation between the Boards <br />and Staff Members. Mr. Gonzalez stated this could become a management <br />issue. Gregg Echols of the Sunset Advisory Commission stated it was <br />the intention of their Commission that this item deal only with boards; <br />the Staff was not intended to be included in this item. <br /> <br />"10. City Staff should prepare a brochure to inform citizens of what <br />all the boards, commissions and committees do. The brochures should be <br />aváilable at City Hall and at the Library with an application attached <br />for citizens interested in serving on a board, commission, or committee." <br />The Council stated Melissa Millecam is in the process of preparing such <br />a brochure. <br /> <br />"11. Council should decide whether to dissolve the Joint Airport Zoning <br />Board or to give it new duties." Betty Stansbury recommended the Council <br />consider dissolution of the City's members to the Board. Mayor Craddock <br />directed Ms. Stansbury contact the other four entities regarding the dis- <br />solution and Mr. Farr directed the Legal Department review the City's <br />dissolution and bring information to the Council. <br /> <br />"12. Council should investigate the Civil Service Commission's complete <br />lack of cooperation with the Sunset Commission." Mr. Brown said he does <br />not want this matter to go unsettled and wants the City Manager to get <br />the Civil Service Commission and Sunset Advisory Commission to cooperate <br />with one another, and the City Manager said he would talk to the Chair- <br />man of the Commission, George Flores, to see that this is accomplished. <br /> <br />"13. The City Council should amend the Sunset Ordinance to provide that <br />the Sunset Committee recess after filing its report." The Council direct- <br />ed the Ordinance be amended and presented to them for consideration <br />for the Sunset Advisory Commission to meet every three years for a period <br />of six months. <br /> <br />Mayor Craddock opened a public hearing to consider annexation of 20.48 <br />acres, more or less, out of the J. M. Veramendi Survey No. One (1), in <br />Hays County, Texas, being located adjacent to San Marcos High School's <br />football stadium on F. M. Highway 621, a/k/a Staples Road. The caption <br />of the Ordinance was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ANNEXING TO SAID CITY A TRACT OF LAND CONTAINING <br />20.48 ACRES, MORE OR LESS, OUT OF THE J. M. VERAMENDI SURVEY <br />NO. ONE (1), IN HAYS COUNTY, TEXAS, BEING A PORTION OF THAT <br />TRACT DESCRIBED AS 195.677 ACRES IN A DEED OF TRUST FROM DR. <br />BRYAN WILDENTHAL TO JIM R. SMITH DATED JULY 13, 1981, AND RE- <br />CORDED IN VOLUME 272, PAGE 409 OF THE HAYS COUNTY DEED RECORDS, <br />SAID LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL JURISDIC- <br />TION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY BOUN- <br />DARIES; APPROVING A SERVICE PLAN FOR SAID TRACT; EXTENDING <br />THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE SAID TRACT; <br />GRANTING TO THE INHABITANTS OF SAID TRACT ALL THE RIGHTS AND <br />PRIVILEGES OF OTHER CITIZENS OF SAID CITY; BINDING SAID <br />
