City Council Meeting Minutes May 6, 2014 <br />Street. <br />4. Receive a Staff presentation regarding the report submitted by of the Comprehensive <br />Plan Oversight Committee, and provide direction to Staff. <br />Amanda Hernandez, Senior Planner, introduced Chair of the Comprehensive Plan Oversight <br />Committee, Sam Huenergardt. Mr. Huenergardt presented a brief report to Council on behalf od <br />the committee. <br />5. Receive a Staff presentation to discuss and consider projects to be funded in the 2014 <br />Community Development Block Grant (CDBG) Action Plan, and provide direction to <br />Staff. <br />Janis Hendrix, Community Initiatives Program Administrator, provided Council with the projects <br />to be considered for funding in the 2014 CDBG Action Plan. Council informed Staff of their <br />recommendations for funding, and it will be approved at the June 3, 2014 meeting. Council <br />directed Staff to look for additional funds, possibly from salary savings. Funding direction was <br />provided as follows: Hays Caldwell Women's Shelter: $25,000; Southside Community Center: <br />$100,000; Community Action: $40,000; Swift Park Mini -skate Feature construction: $30,000; <br />Veteran's Park (Mariposa Street) Improvements: $197,791. <br />6:00 PM <br />III. Invocation <br />The invocation was led by Pastor Steve Hager or Grace Bible. <br />IV. Pledges Of Allegiance - United States And Texas <br />Council Member Becak led this evening's pledges. <br />V. 30 Minute Citizen Comment Period <br />Dr. Ted Norris, San Marcos, addressed the Council regarding the Fluoridation of water in San <br />Marcos, and mentioned that there was recent consensus of opinion between the Texas State <br />University Associated Student Government and the Hays Constitutional Republicans. He <br />continued that the science over the last 4 decades has proven that there are lots of negatives to <br />having fluoride in the water, and that fluoridation of water had been deemed illegal in the <br />European Union. He named a number of medical conditions that fluoride have been linked to <br />along with childhood illnesses and adult illnesses. <br />Will Taff, San Marcos, addressed the Council regarding removing fluoride from the water supply. <br />He doesn't feel that the Government should place fluoride in the water and medicate him against <br />his will. He suggested the Council use funds to aid low income families by providing fluoride <br />treatments and other solutions versus the treatment of the water. <br />Taylor Zavala, San Marcos, addressed the Council as a ASG Senator and notified them of the <br />recent adoption of a resolution by the Associated Student Government to discontinue the use of <br />water from the City of San Marcos on the east side of campus and to make the campus a fluoride <br />free campus. <br />Kathleen Dial, San Marcos, addressed the Council regarding the CDBG funding request by <br />CASA. She spoke in support of the Council's funding of the item and provided a history of her <br />experience with the organization. She asked the Council to please consider the request so that <br />they can expand. <br />City of San Marcos Page 2 <br />
