acceptance of written materials prepared by the Consultant and/or its subconsultants, contractors, <br />and subcontractors in connection with this Agreement will not diminish the Consultant's <br />responsibility for the materials. <br />1.0.6 The Consultant will perform all of its services in coordination with the City. The <br />Consultant will advise the City of data and information the Consultant needs to perform its services <br />and the Consultant will meet with City representatives at mutually convenient times to assemble <br />this data and information. <br />1.0.7 Jason King, Project Director is the Consultant's Project Representative assigned to this <br />Project. The Consultant will not substitute another representative for this Project unless approved <br />in writing by the City in advance of such proposed substitution. In the event the City and the <br />Consultant cannot agree to the substitution of the Project Representative, the City may terminate <br />this agreement in accordance with Article 8. <br />1.1 PHASE 1 — PRE - CHARETTE (MONTHS 1 -3) <br />The Consultant will: <br />1.1.1 Project Kick -off Meeting. Schedule a conference call with City staff, the Consultant's <br />Principal and Project Director at the start of the Project in order to review base information needs, <br />identify stakeholders, and strategize on the public involvement process of Code SMTX (the new <br />Land Development Code). <br />1.1.2 Eighteen Month Project Schedule. Establish a detailed Project schedule spanning 18 <br />months, from the effective date of the Project to the final stages of implementation. The Consultant <br />will develop a schedule with City staff to ensure coordination with other efforts such as the <br />Transportation Master Plan, the Water Quality Protection Plan, and the Transit Strategic Plan, and <br />others. <br />1.1.3 Public Outreach Plan. With City staff, determine the best mechanisms for outreach to <br />individuals and groups in the San Marcos area. In addition, the Consultant will develop a written <br />strategy for soliciting community input and establishing on -going public outreach during the <br />process. The Consultant will utilize MindMixer to keep the conversation active online throughout <br />the process. <br />1. 1.4 Creation of Educational & Promotional Material. Design flyers, posters, banners, <br />postcards, mailers, and press releases which staff will distribute to the media, neighborhood <br />associations, business associations, and community organizations as well as others as necessary. <br />1.1.5 Project Website or Facebook Page. Provide information to the City throughout the <br />planning process for necessary website, Facebook and Twitter account updates to keep the <br />community informed about public meetings and to help them follow the planning process.
