Consultant will provide Project updates, photographs, maps, renderings, images, and other <br />identified deliverables. <br />1. 1.6 Review Previous Plans and Studies. Familiarize itself with the details of the existing Land <br />Development Code, Technical Manual, Comprehensive Plan, affordable housing policy, master <br />plans, studies, and other regulating documents for the City of San Marcos. The Consultant will <br />assess these plans and studies to determine their potential to carry out the outcomes envisioned in <br />Vision San Marcos. <br />1. 1.7 Analysis and Base Maps. Utilize ArcView GIS, aerial and ground level photography, land <br />use surveys, and other data provided by the City in order to create a series of Analysis Maps for <br />San Marcos. Information to be mapped by the Consultant will include existing land uses, open <br />space, zoning, utility easements, property boundaries, ownership, topography, natural resources, <br />environmental conditions, and building conditions. Utilizing this information, the Consultant will <br />produce base maps of the planning area for use in the charrette in Phase 2 by the Consultant and <br />members of the public. <br />1.1.8 Initial Site Visit. Conduct a four day site visit in San Marcos. During this visit, the <br />Consultant team will work closely with City staff and will conduct interviews with key <br />stakeholders. The tasks that will be completed during the site visit are as follows: <br />a) City Staff and Technical Committee Meeting. Meet with City staff and a Technical <br />Committee (to be formed) to refine the goals and objectives of rewriting the Land <br />Development Code. With the City, review the existing characteristics of San Marcos <br />including the Land Development Code and information compiled to create analysis <br />maps. In addition, the Consultant will discuss key elements and recommendations for <br />Code SMTX regarding relevance and future potential for the City. The Consultant will <br />develop initial principles and objectives for the updated code. Finally, the Consultant <br />will use these principles to test the public's recommendations detailed in Section 1.2.2. <br />The Consultant will provide examples of peer land development regulations to be <br />reviewed and discussed with City staff and the Technical Committee to help steer Code <br />SMTX toward a set of regulations that is easily understood and administered. <br />b) Stakeholder Meetings & Interviews with representatives from character study areas <br />(Up to 6 Meetings). The team will hold additional meetings during the site visit with <br />key stakeholders including property owners, community groups, local developers, and <br />other local stakeholders to discuss their goals and objectives. Meeting locations are to <br />be determined based on the site visit schedule and what is most convenient to the groups <br />with whom the Dover -Kohl team will be meeting. Stakeholders will include <br />representatives from each of the character study areas. Work with the City to <br />coordinate possible meetings with Council of Neighborhoods ( "CONA ") and /or <br />Neighborhood Commission meetings. <br />DKP Agreement <br />
