c) Code Area Tours. While in San Marcos for the site visit, tour the entire City, including <br />each of the 12 character study areas as well as the Low, Medium, and High Intensity <br />Zones and Employment Centers ( "Code Areas ") with City staff in order to examine the <br />existing urban form and analyze the network of streets, blocks and lots, building types, <br />and building patterns. The Consultant's analysis will include a review of the existing <br />land use, density, transportation issues, existing streetscape characteristics, urban <br />design elements, and development issues. In addition the Consultant team will assess, <br />measure, and document existing building types, building placement relative to the <br />street, building massing, scale, height, primary facade transparency, sidewalks, <br />plantings, lighting, signage, spatial enclosure, and level of street life activity. The <br />Consultant will document the differences and latent opportunities in each Code Area. <br />1.1.9 Twice monthly Video conferences (Approximately 6). The Consultant's Project director <br />will hold a video conference call with the City twice a month for updates on the process, the Project <br />and details of Code SMTX. <br />1.1.10 Deliverables: For Phase 1, deliver to the City the: <br />a) Project Schedule; <br />b) Public Outreach Plan; <br />c) Educational and Promotional Materials; <br />d) Additions to City Website and Facebook including Mind Mixer Forum; and <br />e) Analysis and Base map Report. <br />1.2 PHASE 2 — CHARRETTE AND ON -SITE CODING (MONTH 4) (CODE RODEO) <br />The Consultant will: <br />1.2.1 Design the Charrette Format. Work with City staff to structure the format of the charrette <br />to best meet the needs of the community. The Consultant will place emphasis on establishing a <br />vision for each Code Area and on creating methods to make that vision a reality while drafting the <br />elements of the Code SMTX. In addition, the Consultant will provide training for all City staff <br />who will act as facilitators. <br />1.2.2 Charrette. Complete the following tasks during the charrette: <br />a) Group Tour. Tour the City focusing on the Intensity Zones and the character study areas <br />to provide an understanding of each of the affected areas to members of the team that did <br />not attend the site visit tours. <br />b) Public Kick -off Presentation and Hands -on Design Session. Lead a community wide kick- <br />off event to mark the official start of the public planning process featuring a "Food For <br />Thought" presentation to reinforce the concepts from Vision San Marcos including <br />DKP Agreement <br />11 <br />
