<br />AGREEMENT BETWEEN THE CITY OF SAN MARCOS AND <br />THE SAN MARCOS CHAMBER OF COMMERCE FOR ECONOMIC DEVELOPMENT <br />AND SMALL BUSINESS ECONOMIC DEVELOPMENT SERVICES <br /> <br />This Agreement is dated and effective October 1, 2007, and is between the City of San <br />Marcos, Texas, a Texas municipal corporation (the "City") and the San Marcos Chamber of <br />Commerce (the "Chamber"). <br /> <br />RECITALS: <br /> <br />1. For the past two years the City has contracted with Global Marketeer Group for the <br />provision of economic development services for the City. The Contract with Global Marketeer <br />Group has been terminated. <br />2. In 2007 the City contracted with the Chamber for economic development services <br />targeted to small businesses. <br />2. The City Council wishes to enter into a combined contract with the Chamber for <br />economic development services in accordance with the terms of this Agreement. <br /> <br />AGREEMENT: <br /> <br />SECTION 1. OBLIGATIONS OF THE CHAMBER <br /> <br />A. Provision of Professional Services; Mission; Goals. The Chamber agrees to provide <br />professional economic development services for the City. The Chamber agrees to provide necessary <br />skilled and knowledgeable personnel, equipment, and supplies for the administration and operation <br />of the economic development services provided under this Agreement, in accordance with the budget <br />approved by the City Council. The Chamber agrees that the size, assignments and roles of Chamber <br />staff members performing services under this Agreement will be subject to evaluation and approval <br />by the Economic Development Board (the "Board"), to be determined in response to work demands, <br />individual skill sets, and the performance measures approved by the City Council. <br />B. Mission; Goals. The mission of the Chamber's economic development services will be to <br />enhance and diversify the San Marcos area economy. The Chamber agrees to use its best efforts to <br />accomplish this mission by implementing the program approved by the City Council under <br />Paragraphs F and G of this Section. The program will be directed generally towards two goals: 1) <br />The retention and expansion of existing Primary Employers in the San Marcos area, and 2) the <br />recruitment of new Primary Employers to the San Marcos area.
