Regular Meeting September 4, 2007 Page 2 <br />Mayor Narvaiz read a Proclamation proclaiming National Anthem. Abby <br />Bowers, Goodnight Junior High 7th grader, sang the National Anthem and then <br />she lead the Pledge of Allegiance. <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Ted Marchut stated <br />he wished to speak regarding Item 31, discussion. He stated he has resided <br />in San Marcos for 16 years and in the last six years there have been <br />problems with speeders. He stated in his neighborhood there has been <br />mailboxes run over, pets hit by cars and fears a child will be hit. He <br />stated there is also a large amount of litter and these problems have <br />gotten worse. He also stated he is unable to use his deck and open is <br />windows due to the loud noise. 2) Amy Marchant stated she wished to speak <br />regarding Item 31, discussion. She stated they looked for their house for <br />three years and if they would have known about this area they wouldn't have <br />purchased their home. She stated their house value has depreciated and the <br />property owners should be held accountable for all the problems their <br />renters have caused. She encouraged the Council to enforce the Ordinances <br />on the books. 3) Amy Kirwin stated she wished to speak about the Downtown <br />Master Plan Workshop. She thanked Andy and Chance from the Planning <br />Department for their hard work on the Downtown Master Plan. 4) John <br />Stovall stated he was speaking on behalf of Francis Stovall regarding Item <br />31, discussion. He stated his mother is a senior citizen and she has heard <br />the loud parties and the gun shots. He stated his mom used to have a <br />greenbelt by her property and then the zoning changed and duplexes were <br />built, which should not have occurred. 5) Ed Davis stated he wished to <br />speak regarding Item 31, discussion. He stated he has a lot of sympathy <br />for the neighbors of the Sagewood area. He stated he feels there is a <br />small minority of students creating the problems. He stated he feels this <br />is not a local problem but a change in our society. 6) Kara Sweidel stated <br />she wished to speak regarding Item 31, Ordinance. She encouraged the <br />Council to add recycling pickup for apartments to the recycling contract. <br />She stated she feels this would be beneficial to the City. 7) Diane <br />Wassenich stated she wished to speak regarding Item 31, discussion. She <br />stated she lives near the Sagewood area and has heard the loud noise and <br />seen the litter. She also stated she doesn't feel not everyone who lives <br />causing these problems are students. 8) Nancy Moore stated she wished to <br />speak regarding Item 31, discussion She stated she has lived in her home <br />for 31 years. She stated when she moved into her house, Tanglewood was the <br />last street. She stated the City has created this problem in the Sagewaood <br />neighborhood and she encouraged the Council to fix it. <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he did not <br />have a report at this time. <br />Mayor Narvaiz introduced the City Council Report. 1) Ms. Robertson stated <br />she attended the SMCISD convocation, which was very uplifting.
