He stated he knew <br />the University was a party school, but he did not know he would be living <br />behind the party duplexes or he wouldn't have moved there. He encouraged <br />the Council to enforce the Ordinances they already have. 2) Thomas Glenn <br />Moore stated he is a concerned parent. He thanked the Mayor for coming to <br />his residence and walking this area with him. He encouraged the Council to <br />hold the owners of the property responsible for their renter's behaviors. <br />3) David Roaten stated he is concerned with the problems on Sagewood. He <br />encouraged the Council to not put a band -aid on this problem. 4) Gary <br />Smith stated he moved back to San Marcos because he went to school here, <br />but he has deep concerns over the Sagewood neighborhood. He encouraged the <br />Council to clean up Sagewood area. 5) Lisa Dennis stated she has heard gun <br />shots and loud noise and seen the trash from the Sagewood area. She also <br />read letters from Elizabeth Denton, Paul Case and Gary Amon regarding their <br />concerns of the Sagewood area. 6) Kristin Sheffield stated she has some of <br />the same concerns as the other speakers. She also stated she has three <br />small kids and has heard many scary things. She also read a letter from Tom <br />Grimes who wants the dangerous situation on Sagewood taken care of. 7) <br />James Lesage stated he moved into his home a year ago. He stated he is the <br />Chair of Urban and Regional Economics at Texas State. He stated he does <br />not have practical solutions, but is willing to work with whomever to come <br />up with solutions. 8) Lance Jones stated his home backs up to the Sagewood <br />neighborhood and the 3:00 a.m. hour is the busiest time. He encouraged the <br />Council to help with this situation. 9) Ed Kuny stated he lives farther <br />from Sagewood, but does get a good bit of noise from Crest. He encouraged <br />the Council to enforce the Ordinances the City already has on the books. <br />10) Robert Hernandez stated he has lived in San Marcos for 10 year. He <br />stated originally there were no houses on the hill and then Sagewood popped <br />up in his backyard and parties began every night. He stated if you don't <br />enforce some laws with tickets and arrests, then the individuals will <br />continue to act the same way. 11) Scott Swinney stated he moved into his <br />home 8 years ago. He encouraged the Council to do something about the loud <br />noise, trash, destruction of property and gun shots. He stated he is <br />currently unable to sell his home due to these problems. 12) Quin Dennis <br />stated when he and his wife moved to San Marcos, Sagewood was not a <br />problem. He stated the majority of the problems begin after the bars <br />close. He encouraged the Council to clean up this problem. 13) Shirley <br />Weston read a letter written by Glenn Moore regarding the problems in the <br />Sagewood neighborhood. 14) Conley Giles stated the Sagewood parties should <br />be shut down like one his neighbors held when he moved back to San Marcos. <br />He stated everyone who attended the party was over 55 and the noise was <br />minimum. He encouraged the Council to hold the property owners liable for <br />their tenants. Mr. O'Leary provided a powerpoint presentation regarding <br />the enforcement issues in the Sagewood area. Chief Williams stated about <br />of the calls that come in regarding the Sagewood issues are anonymous <br />calls. He stated when an officer arrives they must determine if it is an <br />unreasonable amount of noise. The officers may write a conditional <br />
