<br /> 3 <br />Regular Meeting October 14, 1985 Page 3 <br />Mr. Coddington asked for more definitive language to be provided to <br />the Council at second reading in SECTION 4., Subsection B.4. on Page <br />6 and SECTION 13. on Page 11. The Council voted unanimously for <br />approval of the Ordinance on first reading. <br />Mayor Craddock introduced for consideration a public hearing to con- <br />sider the appeal of S. E. Rutledge from the Planning Commission's <br />decision of July 30, 1985 regarding the replatting of Lot 3 and a <br />portion of Lot 2, Block 6, Lindsey and Harvey Addition, which fronts <br />Rogers and Lindsey Streets. Mayor Craddock opened the public hearing <br />and asked if anyone wished to speak in favor of the appeal. Pud Rut- <br />ledge spoke in support of the appeal stating he feels that the plat <br />meets all the subdivision requirements. No one else wished to speak <br />in favor of the appeal, so Mayor Craddock asked if anyone wished to <br />speak in opposition. Edith Coleman, representing the neighborhood, <br />spoke in support of the Planning Commission's decision to deny the <br />plat and stated if the plat were approved by the Council it would <br />further add strain to the utility system. Peggy Chambliss said the <br />plat if approved would go against the integrity and conventionality <br />of the neighborhood and that it would increase the traffic. Mary Cauble <br />stated she was opposed to the replatting and wanted Mr. Rutledge to <br />have to obey the Ordinances of the City as all citizens are expected <br />to do. Terry Chambliss also stated he thought the replatting would <br />go against the integrity of the neighborhood. Juanita Martinez was <br />concerned about the parking problems in the area, as so many vehicles <br />park in the street. She had been advised the replatting concerned <br />apartments to be constructed, and the Council advised her no apart- <br />ments were being constructed on the property. No one else wished to <br />speak in favor or in opposition to the appeal, so Mayor Craddock <br />closed the public hearing. Mr. Brown moved to deny the appeal and <br />Ms. Kissler seconded the motion. Mr. Farr expressed that conventionality <br />plays an important role in a neighborhood and was a factor to be con- <br />sidered. On roll call the Council voted unanimously for denial of <br />the appeal. <br />Mayor Craddock introduced for consideration a public hearing to con- <br />sider granting a petition to form a Municipal Utility District, to <br />consider directing Staff to prepare a Consent Agreement, to review <br />proposed Land Use, Water and Wastewater Service Plans, and to review <br />the Fiscal/Financial Impacts of Municipal Utility Districts on the <br />City of San Marcos for 514 acres located approximately one-half mile <br />from the Blanco River Bridge on the Southeast side of Interstate High- <br />way 35, known as Highridge. Bob Bennett, representing the Highridge <br />proposed MUD, reviewed with Council benefits of their MUD, a copy of <br />which is attached to these minutes. Mayor Craddock opened the public <br />hearing and asked if anyone wished to speak in favor or in opposition <br />to the Highridge MUD. No one did, so Mayor Craddock closed the public <br />hearing. <br />Mayor Craddock introduced for consideration a public hearing to con- <br />sider granting a petition to form a Municipal Utility District, to <br />consider directing Staff to prepare a Consent Agreement, to review <br />proposed Land Use, Water and Wastewater Service Plans, and to review <br />the Fiscal/Financial Impacts of Municipal Utility Districts on the <br />~ity of San Marcos for 1344 acres located approximately one-half mile <br />from the Blanco River Bridge on the Northwest side of Interstate Highway <br />35, known as Rivergate. Joe Verdoorn, representing the Rivergate pro- <br />posed MUD, reviewed with Council benefits of their MUD, a copy of which <br />is attached to these minutes. Mayor Craddock opened the public hearing <br />and asked if anyone wished to speak in favor or in opposition to the <br />Rivergate MUD. No one did, so Mayor Craddock closed the public hearing. <br />The Council directed a Workshop be scheduled October 23, 1985 at 5:15 <br />p.m. for Council to review the foregoing two proposed Municipal Utility <br />Districts. <br />
