<br />4 <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting October 14, 1985 Page 4 <br /> <br /> <br />With consensus of Council Mayor Craddock moved Item l7A, briefing by <br />Don Laine of Harold V. Simpson and Company, City's Auditors, regarding <br />status of audits and finances of the City, to this point of the Agenda. <br />Mr. Laine advised the Council of his company's recent merger with <br />KMG Main Hurdman, which was effective September 1. He then discussed <br />the status of the audit planning process. He said an interim audit <br />has been abbreviated due to the leaving of the Director of Finance <br />and the fact the Chief Accountant will soon be leaving. Mr. Laine <br />stated he would be working with Ken Claybourn (Chief Accountant) at <br />night and on weekends until such time a Director of Finance is employed <br />by the City. He stated the financial statement will be prepared prior <br />to December 31. Mr. Laine then furnished the Council unaudited figures <br />which he stated are not exact but was comfortable with for the General, <br />utility and Water and Sewer System Capital Recovery Funds regarding actual <br />revenues and expenditures compared to budget for the year ended September <br />30,1985. <br /> <br />Mayor Craddock introduced for consideration a public hearing and approval <br />of an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, <br />1984 (VOL. 66) BY ZONING 17.96 ACRES OF LAND, MORE <br />OR LESS, OUT OF THE ROBERT CLEVER SURVEY, A-92, HAYS <br />COUNTY, TEXAS, BEING A PORTION OF THAT TRACT OF LAND <br />DESCRIBED IN A DEED FROM ORIN A. HARRYMAN TO C. C. HUGH- <br />SON DATED NOVEMBER 3, 1950 AND RECORDED IN VOLUME 148, <br />PAGE 139, OF THE HAYS COUNTY DEED RECORDS, LOCATED ON <br />THE NORTHWEST SIDE OF L.B.J. DRIVE (EXTENDED) IN THE <br />PROPOSED HUGHSON HEIGHTS ADDITION NO.3, FROM "PD" <br />(PRE-DEVELOPMENT DISTRICT) TO "MF-3" (MULTI-FAMILY <br />DISTRICT) AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Craddock opened the public hearing and asked if anyone wished to <br />speak in favor of the zoning change. Kelly Kilber was present represent- <br />ing the owner of the property to answer questions of the Council. No <br />one else wished to speak in favor or in opposition to the zoning change, <br />so Mayor Craddock closed the public hearing. Mr. <br />Nicola moved for approval of the Ordinance on first reading and Ms. <br />Kissler seconded the motion, which passed unanimously (Mr. Coddington <br />was not present to vote on this item). Mr. Farr recommended a study be <br />made of the extension of LBJ. <br />
