8 Regular Meeting October 14, 1985 Page 8 Mayor Craddock introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DESIGNATING CERTAIN RAILROAD CROSSINGS WITHIN SAID CITY TO BE IMPROVED BY THE PROPER INSTALLA- TION OF RUBBER PAD CROSSINGS BY RAILROAD COMPANIES; DIRECTING THE CITY MANAGER TO FORWARD COPIES OF SAID ORDINANCE TO ALL RAILROAD COMPANIES, WHOSE TRACKS ARE LOCATED WITHIN SAID CITY; AND DECLARING AN EMERGENCY. Mr. Farr moved for adoption of the Ordinance and Ms. Kissler seconded the motion. Mr. Nicola moved to amend the Ordinance to add in SECTION 1. under MKT the crossing on Truman and under Union Pacific the crossings of Hopkins at the River and Truman, and Mr. Guerra seconded the motion, which passed unanimously (Mr. Farr not present to vote on this item). On roll call for adoption of the Ordinance, the following vote was re- corded: AYE: Brown, Coddington, Craddock, Guerra, Kissler, Nicola. NAY: None. ABSTAIN: Farr. Mayor Craddock introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECLARING A MORATORIUM UNTIL DECEMBER 31, 1985, ON THE CONSTRUCTION OF AND BUILDING PERMITS FOR OFF-PREMISE OUTDOOR ADVERTISING SIGNS ANYWHERE WITHIN THE JURISDICTION OF THE CITY OF SAN MARCOS; PROVIDING FOR VARIANCES; AND DECLARING AN EMERGENCY. Ms. Kissler moved for adoption of the Ordinance and Mr. Nicola seconded the motion. Ivar Gunnarson gave the Council a handout of signs he wants to alter. Mr. Brown suggested to Mr. Gunnarson that he take the designs to the Planning Department for review. Mr. Coddington stated the mora- torium period of five months is too long. He is in favor of two of the three variances being in place rather than all three. Mayor Craddock moved to table the Ordinance to the October 28 Meeting and Mr. Guerra seconded the motion. On roll call the following vote was recorded: AY:£:;: Brown, Farr, Craddock, Guerra, Kissler, Nicola. NAY: Coddington. ABSTAIN: None. Mayor Craddock introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2-31 OF THE SAN MAR- COS CODE OF ORDINANCES TO ADD A SERGEANT POSITION TO THE SAN MARCOS POLICE DEPARTMENT, TO REDUCE THE NUMBER OF FIREFIGHTER POSITIONS TO SIX, TO ADD A CLASSIFICATION TO THE FIRE DEPARTMENT ENTITLED "DRIVER/ENGINEER" AND TO ADD SIX POSITIONS WITHIN SAID CLASSIFICATION; AND DE- CLARING AN EMERGENCY.
