<br />8 <br />Regular Meeting October 14, 1985 Page 8 <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, DESIGNATING CERTAIN RAILROAD CROSSINGS <br /> WITHIN SAID CITY TO BE IMPROVED BY THE PROPER INSTALLA- <br /> TION OF RUBBER PAD CROSSINGS BY RAILROAD COMPANIES; <br /> DIRECTING THE CITY MANAGER TO FORWARD COPIES OF SAID <br /> ORDINANCE TO ALL RAILROAD COMPANIES, WHOSE TRACKS ARE <br /> LOCATED WITHIN SAID CITY; AND DECLARING AN EMERGENCY. <br />Mr. Farr moved for adoption of the Ordinance and Ms. Kissler seconded <br />the motion. Mr. Nicola moved to amend the Ordinance to add in SECTION <br />1. under MKT the crossing on Truman and under Union Pacific the crossings <br />of Hopkins at the River and Truman, and Mr. Guerra seconded the motion, <br />which passed unanimously (Mr. Farr not present to vote on this item). <br />On roll call for adoption of the Ordinance, the following vote was re- <br />corded: <br /> AYE: Brown, Coddington, Craddock, Guerra, Kissler, Nicola. <br /> NAY: None. <br /> ABSTAIN: Farr. <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, DECLARING A MORATORIUM UNTIL DECEMBER <br /> 31, 1985, ON THE CONSTRUCTION OF AND BUILDING PERMITS <br /> FOR OFF-PREMISE OUTDOOR ADVERTISING SIGNS ANYWHERE <br /> WITHIN THE JURISDICTION OF THE CITY OF SAN MARCOS; <br /> PROVIDING FOR VARIANCES; AND DECLARING AN EMERGENCY. <br />Ms. Kissler moved for adoption of the Ordinance and Mr. Nicola seconded <br />the motion. Ivar Gunnarson gave the Council a handout of signs he wants <br />to alter. Mr. Brown suggested to Mr. Gunnarson that he take the designs <br />to the Planning Department for review. Mr. Coddington stated the mora- <br />torium period of five months is too long. He is in favor of two of the <br />three variances being in place rather than all three. Mayor Craddock <br />moved to table the Ordinance to the October 28 Meeting and Mr. Guerra <br />seconded the motion. On roll call the following vote was recorded: <br /> AY:£:;: Brown, Farr, Craddock, Guerra, Kissler, Nicola. <br /> NAY: Coddington. <br /> ABSTAIN: None. <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTION 2-31 OF THE SAN MAR- <br /> COS CODE OF ORDINANCES TO ADD A SERGEANT POSITION TO <br /> THE SAN MARCOS POLICE DEPARTMENT, TO REDUCE THE NUMBER <br /> OF FIREFIGHTER POSITIONS TO SIX, TO ADD A CLASSIFICATION <br /> TO THE FIRE DEPARTMENT ENTITLED "DRIVER/ENGINEER" AND TO <br /> ADD SIX POSITIONS WITHIN SAID CLASSIFICATION; AND DE- <br /> CLARING AN EMERGENCY. <br />
