<br />3 <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting November 25, 1985 Page 3 <br /> <br /> <br />Mayor Craddock introduced a presentation by Kent Butler and Lewis <br />McLain regarding the financial impact analysis for the proposed Muni- <br />cipal utility Districts North of the City of San Marcos. t1r. ~cLain <br />ret-orted the work he has performed on behalf of the City regarding the <br />MUDs: prepared computer models, looked at variables and ran assumptions <br />throughout the negotiations; and he concluded the City had four areas of <br />concern: (1) water and sewer capital projects, (2) water and sewer <br />operations, (3) general fund capital projects, and (4) general fund <br />operations. He felt the fiscal impact had been negotiated successfully <br />on behalf of the City, and stated a report would be forthcoming which <br />will outline more specific comments. Mr. Butler had no further comments <br />to add. <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, GRANTING THE CONSENT OF THE CITY OF <br />SAN MARCOS TO THE CREATION OF A MUNICIPAL UTILITY <br />DISTRICT: SAN MARCOS MUNICIPAL UTILITY DISTRICT NO. <br />1, SUBJECT TO VARIOUS TERMS AND CONDITIONS SET FORTH <br />IN A SEPARATE AGREEMENT MADE A PART OF THIS ORDINANCE; <br />SUSPENDING THE RULE REQUIRING THE READING OF ORDINANCES <br />ON THREE (3) SEPARATE DAYS; AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Guerra seconded the motion. City Attorney Hankins reviewed with Council <br />minor amendments that were needed. Mayor Craddock moved to amend the <br />Agreement on Page 3 to add the word "Development" following Storm; <br />Page 6 in Section c. to change "(I)" to "(1)", in Section d. to add <br />"Development" following Storm and in Section e. to amend "Developer" <br />to read "Storm Development"; Page 13 to add "Development" after Storm <br />and Ms. Kissler seconded the motion, which passed unanimously. Mr. <br />Brown asked questions regarding the site plan and fire serVlce. Joe <br />Verdoorn stated they planned to contract with the City for fire ser- <br />vice to achieve the City's key rating.
