Attachment A <br />Scope of Work for the <br />Development of Requirements for a Public Safety Facilities Program <br />The Consultant will assist the City in developing a program of requirements for public safety <br />facilities (the "facilities ") which includes law enforcement, firefighting, rescue /EMS training and <br />law enforcement training. These facilities are to be developed in conjunction with the <br />Consultant's programming work for Hays County's (the "County ") public safety facilities. The <br />parties recognize that the exploration of joint facilities will allow for both operational <br />effectiveness and cost efficiency. The process and timeline for this Project are organized such <br />that on -site meetings and trips will be held simultaneously with the County, and a single, joint <br />City/County final deliverable will result from this process. <br />A. SCOPE OF CONSULTANT'S BASIC SERVICES <br />The Consultant will: <br />1) Kick -Off Meeting. Conduct a kick -off meeting with the City/County steering committee to <br />discuss project goals and objectives, as well as process. Confirm and set the scope and <br />expectations of the programming study (the "Study "). This task assumes the Consultant will <br />make one trip to the City. <br />2) Functional Objectives and Classification Discussion. Meet with City representatives to <br />discuss the overall functional objectives, operational philosophy and physical plan <br />expectations for the Project. This discussion will include the relationship between the City <br />and the County public safety facilities and operations as well as a review of law enforcement <br />and arrest trends, current and future staffing and staff support needs for the City's police and <br />fire departments. <br />3) Detailed Architectural Space Program. <br />a) User Interviews: Meet with City staff responsible for overall City administrative policy, <br />as well as department heads responsible for public safety facilities related to police and <br />fire administration, dispatch, support functions and training as well as temporary holding, <br />crime lab and evidence storage. <br />b) Functional Narrative: Utilize information obtained from the interviews, combined with <br />the Consultant's knowledge of firefighting and law enforcement best practices to develop <br />the functional narratives. <br />c) Detailed Space Program/Data Analysis: Develop full room -by -room space programs to <br />account for all facility needs.
