grossing factors to establish the overall size of the buildings, as well as outdoor space for <br />fire training, parking etc. in these programs. <br />4) Conceptual Plan Scenarios. This task assumes the Consultant will make one trip to the City. <br />a) Programmatic Scenarios: Based on data and input from interviews with City police and <br />fire department staff, establish the needs for the City's public safety facilities, which will <br />be incorporated into a combined City /County room -by -room master space program, <br />including identified shared space for efficiencies. The Consultant will use this program <br />as the basis for developing subsequent conceptual options. <br />b) Blocking and Stacking: Develop blocking and stacking diagrams for the County's jail <br />facilities under separate contract with the County. The Consultant will incorporate the <br />City's facility needs with the County's to develop scenarios for the combined operations. <br />The diagrams prepared by the Consultant will consist of pre- schematic concepts, <br />illustrating the general footprint configuration and multi -story options as applicable. <br />c) Site Testing: Test the combined City/County blocking and stacking options on the <br />various sites and evaluate the viability of the sites to accommodate the new facilities. In <br />addition the Consultant will address on -site parking, security and landscape buffers, <br />outdoor recreation, service and access roads, site /grounds maintenance facility(s) and <br />future expansion capacity. The Consultant will provide a plausible configuration that <br />demonstrates each site's suitability, but will not provide detailed site design services. <br />5) Design and Construction Guidelines. Develop guidelines that describe overall characteristics <br />of the physical plant to establish a general level of construction, systems quality and <br />performance goals. These guidelines are intended by the Consultant to be a supplement to <br />the County design guidelines addressing general structure, windows and doors, exterior and <br />interior finishes, suggested MEP systems, security and technology and site characteristics. <br />The guidelines will be general in nature and will not be at the level of an outline <br />specification. The purpose of this task is to provide the cost estimate and to provide an <br />indication to those-solicited for design and construction of the general type and quality of <br />facility the City, in conjunction with the County, is looking for. <br />6) Cost Estimate Assistance. Provide cost estimates for the proposed City portion of the <br />facilities, including both construction and soft costs. The Consultant will prepare the cost <br />estimates on a systems format basis (based on unit costs) in order to assist the City with its <br />budgeting process. Where spaces are shared between the City and the County, the <br />Consultant will facilitate conversations between the parties regarding the apportioning of <br />costs. <br />7) Summary of Outcomes /Final Presentation.
