City Council Meeting Minutes May 20, 2014 <br />The following citizens spoke: <br />Peter Hernandez, San Marcos, addressed the Council as a veteran and the poor treatment of our <br />countries veterans by the Federal government. He mentioned that some veterans are waiting for <br />care and have to endure long waiting periods. He praised our Hays County Veterans Affairs <br />Officer, Jude Prather and his duties to all veterans of Hays County. <br />Melissa Derrick, San Marcos, addressed the Council on behalf of Sector 2 Neighborhood and <br />listed various issues caused by the Capstone project. Including the leak of H2s from the project. <br />She stated that this needs to be investigated because some people are still smelling it in the <br />area. She stated that no one has stated that the developer would be fined due to these <br />infractions and would like TCEQ out there to investigate. She spoke in favor of the future LDC <br />amendment to prevent such drilling of wells in the future. <br />Lisa Marie Coppoletta, San Marcos, addressed the Council asking if we have reached our <br />maximum level of growth. She stated that we have this La Cima type housing and then all we <br />have apartments. She stated that we can't even keep our small businesses yet now we have yet <br />we bring in businesses from our of state. She continued by mentioning the toxic gas that she <br />smelled in her neighborhood as previously described by Melissa Derrick. <br />Daniel Scales, San Marcos, addressed the Council regarding the non - nomadic tribes in the <br />united states and San Marcos, and told the Council about the many artifacts that he has found in <br />his backyard. He continued to tell of how he recently had an abalone shell authenticated as <br />being 400 years old from the California coast and that it was being donated in his name on <br />behalf of the ingenious cultures to a museum. <br />Steven Gonzales, El Camino Real de los Tejas National Historic Trail Association, addressed the <br />Council requesting funding in the amount of $5000 to fund signage for San Marcos for the trail. <br />Kate Johnson, Kyle, Hays County Historical Commission Chair, asked the Council to promote <br />heritage tourism by placing the signage of El Camino Real de los Tejas National Historic Trail <br />along the trail in San Marcos. She asked the Council to join Hays County in donating to this <br />project. <br />CONSENT AGENDA <br />A motion was made by Council Member Thomason, seconded by Deputy Mayor Pro Tern Becak, <br />to approve the consent agenda as presented with the exception of Items 7, 8, 12 and 13 which <br />were pulled to be considered separately. The motion carried by the following vote: <br />For: 6 - Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member <br />Thomason, Council Member Scott, Council Member Prather and Council Member <br />Prewitt <br />Against: 0 <br />Absent: 1 - Mayor Guerrero <br />3. Consider approval of the May 6, 2014 Regular Meeting Minutes. <br />4. Consider approval of Ordinance 2014 -25, on the second of two readings, amending <br />the City's 2013 -2014 budget to budget expenditures in the total sum of $1,340.50 from <br />the Seized Asset Forfeiture Fund to pay the United States Marshals' Service for the <br />City's proportionate share of the value of a "2006 Ford Mustang GT" which will be <br />awarded to the San Marcos Police Department for its use and /or auction; and <br />City of San Marcos Page 2 <br />
