City Council Meeting Minutes May 20, 2014 <br />Absent: 1 - Mayor Guerrero <br />19. Consider approval Resolution 2014 -81 R approving payment to the Guadalupe - Blanco <br />River Authority (GBRA) in the sum of $164,251.88 as a reimbursement for <br />overcharges for Sub - Metered Power at the City of San Marcos Surface Water <br />Treatment Plant; and declaring an effective date; and hold discussion with Bill West, <br />General Manager of GBRA. <br />A motion was made by Council Member Thomason, seconded by Council Member Prather, that <br />this Resolution be approved. The motion carried by the following vote: <br />For: 6 - Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member <br />Thomason, Council Member Scott, Council Member Prather and Council Member <br />Prewitt <br />Against: 0 <br />Absent: 1 - Mayor Guerrero <br />20. Hold discussion regarding the removal of posted agenda items, and provide direction <br />to Staff. <br />Mayor Pro Tern Thomaides led the discussion regarding requests to postpone items on a posted <br />agenda for consideration. Council provided consensus for Staff to bring back language <br />requiring postponement requests to be in writing to the City Clerk's Office by 5 p.m. on Friday <br />before the meeting and to also include the requirement of being billed for re- noticing the public <br />should this postponement be a public hearing that has been published in the paper of record. <br />21. Hold discussion regarding a joint project with Hays County for the construction of an <br />emergency services training facility, a co- located 9 -1 -1 communications center, and a <br />joint Sheriff's Office /Police Headquarters building, and provide direction to staff. <br />Will Conley, County Commissioner, led a discussion regarding potential construction of joint <br />emergency services facilities between the City and County. Council provided consensus to <br />move forward with a feasibility study to be conducted by Broaddus and Associates. The Council <br />also directed Staff to.hold a workshop on facility needs in the near future. <br />VIII. Question and Answer Session with Press and Public. <br />None. <br />IX. Adjournment. <br />A motion was made by Council Member Scott, seconded by Council Member Prather, to adjourn <br />the regular meeting of the San Marcos City Council at 8:57 p.m..
