City Council Meeting Minutes May 20, 2014 16. Consider approval of Ordinance 2014 -31, on the second of two readings, removing the designation a No Parking Tow -Away Zone at all times on both sides of the 300 to 400 blocks of Hughson Drive from Algarita Road to Craddock Avenue; amending the Traffic Register maintained under Section 82.067 of the San Marcos City Code to reflect the removal of such designation; and including procedural provisions. A motion was made by Council Member Scott, seconded by Council Member Prewitt, that this Ordinance be approved. The motion carried by the following vote: For: 5 - Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Prather and Council Member Prewitt Against: 1 - Council Member Scott Absent: 1 - Mayor Guerrero 17. Consider approval of Ordinance 2014 -32, on first and final reading on emergency, authorizing the issuance of City of San Marcos, Texas General Obligation Refunding Bonds in an amount not to exceed $90,000,000 in one or more series; approving an Official Statement, a Paying Agent /Registrar Agreement, a Bond Purchase Agreement and an Escrow Agreement; establishing the procedures for selling and delivering one or more series of the bonds; providing for the approval of this ordinance on one reading only as authorized by state law; and authorizing other matters relating to the bonds. A motion was made by Council Member Thomason, seconded by Council Member Prather, that this Ordinance be approved. The motion carried by the following vote: For: 5 - Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Prather and Council Member Prewitt Against: 0 Absent: 2 - Mayor Guerrero and Council Member Scott 18: Consider approval of Ordinance authorizing the issuance and sale San Marcos, Texas, Combination 2014; to fund various City Improvements, Water /Wastewater, Public Safety Equipment, various security for and payment of said 2014 -33, - first and final reading on emergency, of an amount not to exceed $13,750,000 City Of Tax and Revenue Certificates of Obligation, Series Capital Improvement Projects related to Airport Drainage and Electric System Improvements, Transportation and Park Projects, providing for the Certificates; prescribing the form of said Certificates; awarding the sale thereof; approving the official statement; and enacting other provisions relating to the subject. A motion was made by Deputy Mayor Pro Tern Becak, seconded by Council Member Prewitt, that this Ordinance be approved.
