Regular Meeting August 6, 2007 Page 2 <br />Council received an update and gave directions to Mayor Narvaiz regarding <br />City Clerk and City Attorney appointments. He also stated Council will <br />continue the Executive Session discussion regarding the Economic <br />Development at the end of the Regular Meeting. <br />Kyle Dicke of San Marcos Electric Utility lead the Invocation. <br />Mayor Narvaiz lead the Pledge of Allegiance. <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Ruben Becerra <br />stated he wished to speak on Item 25, approval of an Ordinance on first <br />reading. He stated he is a member on the Planning and Zoning Commission <br />and he voted against this amendment at the Planning and Zoning Commission <br />meeting. He stated the Planning and Zoning Commission requested an <br />Ordinance that would not require the applicant to go through more red tape <br />and further bureaucracy, which this amendment does not. He stated he feels <br />the City is trying to create a One Stop which makes doing business with our <br />City easier and this Ordinance is creating more bureaucracy. 2) Jackie <br />Cable stated she is a member of the Sights & Sounds. She thanked the <br />Council for their cooperation in the past and this year the Sights and <br />Sounds will be scheduled for December 6, 7, & 8. She encouraged the <br />Council to provide funding for this event in the 2007 -2008 Budget. <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated he was <br />informed last week that San Marcos is a finalist in the NLC for Municipal <br />Excellence for Rio Vista Transformation, which means San Marcos is <br />competing against all the Cities in the United States. 2) Carol Barrett, <br />Director of Planning, presented Mr. O'Leary with the APA award for the Rio <br />Vista transformation. <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Thomaides thanked <br />the Staff who participated in the Hazardous Waste Clean -Up, which was well <br />organized. He also thanked the community for participating. He offered <br />his condolences for victims of the bridge collapse in Minnesota. He also <br />asked the City Manager to provide a list of bridges in San Marcos. 2) Mr. <br />Bose stated tomorrow is National Night Out, he encouraged citizens to <br />participate. 3) Mr. Jones thanked citizens who received him and spoke to <br />him regarding several issues. He also thanked the Staff who responded to <br />those issues. 4) Ms. Robertson stated she attended the Activity Center 10 <br />year anniversary and the Conference Center Safety Luncheon hosted by <br />Flintco. She stated she also attended the Kula Media opening, and she met <br />with representatives from China. She also stated she and Council Member <br />Couch attended the newly elected official's class, where Melissa Millecam <br />was a moderator for how to interact with the media. 5) Mr. Guerrero <br />encouraged the citizens to participate in National Night Out in their <br />neighborhoods. 6) Mayor Narvaiz stated she provided a written detailed <br />report to the City Council.
