Mayor Narvaiz introduced for consideration of adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ORDERING A GENERAL AND SPECIAL ELECTION TO BE HELD ON NOVEMBER 6, 2007 FOR THE PURPOSE OF ELECTING A CITY COUNCIL MEMBER, PLACE 1, A CITY COUNCIL MEMBER, PLACE 2; AND TO SUBMIT A PROPOSITION TO THE VOTERS FOR THE DESIGNATION OF A VENUE TAX; ESTABLISHING EARLY VOTING LOCATIONS AND POLLING PLACES FOR THIS ELECTION; MAKING PROVISIONS FOR THE CONDUCT OF THE ELECTION; AND DECLARING AN EMERGENCY. Mr. Thomaides moved for adoption of an Ordinance on emergency, and Mr. Guerrero seconded the motion. Mayor Narvaiz stated the election Ordinance was written with the 20 venue tax to be provided to voters, if the Council chooses to change to 1%, then an amendment will need to be made. The Council voted unanimously for adoption of the Resolution. Mayor Narvaiz introduced for consideration the reconsideration of adoption of a Zoning Ordinance. The Council chose not to reconsider the Zoning Ordinance, the caption reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 1.71 ACRE, MORE OR LESS, TRACT OF LAND LOCATED IN THE 1500 BLOCK OF RANCH ROAD 12 FROM "SF -6" SINGLE FAMILY RESIDENTIAL DISTRICT TO "OP" OFFICE AND PROFESSIONAL DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Narvaiz introduced for consideration approval for proposed ad valorem tax rate of 53.02 (public hearings are scheduled for August 16, 2007 at 6:00 p.m. and August 21, 2007 at 7:00 p.m. in the City Council Chambers, 630 E. Hopkins). Mr. Bose moved for approval of proposed ad valorem tax reading of 53.02G and Mr. Guerrero seconded the motion. Mayor Narvaiz stated the increase is based on the projects the citizens approved in the last Bond Election.
