The motion carried by the following vote: For: 6 - Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 Abstain: 1 - Mayor Guerrero 6. Consider approval of Ordinance 2014 -29, on the second of two readings, creating a Designated Permit Area under Section 82.189 of the San Marcos City Code authorizing parking by permit only at all times for a portion of the 100 block of Elm Hill Court east of North LBJ Drive; amending the Traffic Register to reflect such Designated Permit Area; and providing for an effective date. 7. Consider approval of Ordinance 2014 -30, on the second of two readings, creating a Designated Permit Area under Section 82.189 of the San Marcos City Code authorizing parking by permit only from 8:00 a.m. to 5:00 p.m., Monday through Friday, for the 400 and 500 blocks of Blanco Street; amending the Traffic Register to reflect such designated permit area; and providing for an effective date. 8. Consider approval of Ordinance 2014 -31, on the second of two readings, removing the designation a No Parking Tow -Away Zone at all times on both sides of the 300 to 400 blocks of Hughson Drive from Algarita Road to Craddock Avenue; amending the Traffic Register maintained under Section 82.067 of the San Marcos City Code to reflect the removal of such designation; and including procedural provisions. A motion was made by Council Member Prather, seconded by Deputy Mayor Pro Tern Becak, that Ordinance 2014 -31, on the second of two readings, be approved. Consider approval of Resolution 2014 -82R approving a license agreement with #1 Blessed Royalty, Inc., to allow a deck for Cody's Bistro and Lounge to encroach within a Public Utility Easement at the intersection of Gregson's Bend and Centerpoint Road; authorizing the City Manager to execute the license agreement on behalf of the City; and declaring an effective date. 10. Consider approval of Resolution 2014 -83R approving the appointment of Mary Ann Powell to the position of Assistant City Attorney, and declaring an effective date. 11. Consider approval of Resolution 2014 -84R rejecting bids received in response to an invitation for bids for the Intersection Improvements- Hopkins Street (SH80) and Charles Austin Drive Project; and declaring an effective date. 12. Consider approval of Resolution 2014 -85R approving an agreement between the City and Broaddus & Associates, Inc. for the provision of professional services in City of San Marcos Page 3
