City Council Meeting Minutes June 3, 2014 <br />presentation. <br />Mayor Guerrero opened the Public Hearing at approximately 7:32 p.m. <br />Spoke Against <br />Kendall Bell 112 Campus Pass, spoke against this project and stated that growth is not outright <br />bad and economic. She stated that this is a large development that is in a highly <br />environmentally sensitive. She wants to know how this will lead to the extension of Centerpoint <br />Rd. The water coming off this property will never be as pristine as it is today. She stated that we <br />need to learn from other cities on how to do this sort of development correctly. <br />Dianne Wassenich, 11 Tanglewood, San Marcos River Foundation, stated that she doesn't want <br />to reopen this development agreement. By expanding water and wastewater service out to these <br />sites you are providing developers with certainty that they can move forward. Without it they <br />can't. You have water and you can use that water to place development where your <br />comprehensive plan states they should be built. She wanted the Council understand what it is <br />costing now. You say that the impact fees would offset the cost, but it won't. Get the facts <br />before you negotiate and understand what water will cost. <br />David Wendell, 118 E. Holland, read a letter from the Greater Edwards Aquifer Authority relating <br />to the spillage of raw sewage in the recharge zone and how sewage infrastructure is a hazard to <br />the recharge zone. <br />Paul Murray, 102 Barkly, stated that if this was developed out then it would be a great thing for <br />this City. His concern is the annexation piece. It's either annexation now or never. He stated <br />that we keep hearing how we need single family homes, but how we move forward will make a <br />difference. <br />Joan Byrd, Thorpe Lane San Marcos, she spoke against fast growth like this, but stated that we <br />should follow the Comp Plan and stated that she felt that the Council is closing businesses and <br />yet trying to incentivize other ones. <br />Mark Enders, 112 Campus Pass, asked the Council to focus on the already approved <br />developments and that the conversion from range land to urban would diminish water quality, <br />and that this would limit open space in these areas. <br />Spoke in Favor <br />Dan Stouffer, 118 Mimosa Circle, addressed the Council in support of the La Cima Development <br />and that this would be an attractive addition to our City. We must support our existing <br />watershed and this development has the ability to do just that. The potential of the corporate <br />campus to attract additional tax base and high paying jobs for the City would be a great asset to <br />our community. He stated that this development is smart and asked the Council to support. <br />Brian Bondy, 10 Tanglewood, addressed the Council on behalf of the Chamber of Commerce, he <br />spoke in favor of the La Cima Development. He stated that when the Lazy Oaks development <br />agreement was approved it was missing the opportunity for commercial benefits. With almost <br />640 additional acres adds those missing opportunities as well as a school, and additional <br />connectivity to park land. Opening negotiations makes since respectfully as being good <br />stewards of the land. He asked that the Council approve the <br />Robbie Wiley, 420 Oak Wood Loop, addressed the Council regarding the housing market in this <br />town and the fact that an executive from a local corporation couldn't find housing and went up <br />to Buda.
