City Council Meeting Minutes June 3, 2014 <br />There being no further comments Mayor Guerrero closed the Public Hearing at approximately <br />7:52 p.m. <br />A motion was made by Council Member Thomason, seconded by Council Member Prather, to <br />approve the reopening of negotiations with developers and the formation of a sub committee <br />consisting of Council Member Thomaides, Thomason and Becak.. The motion carried by the <br />following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />NON - CONSENT AGENDA <br />16. Receive a Staff Report and hold discussion regarding funding for the 2014 CDBG <br />Action Plan, and consider approval of Resolution 2014 -86R, approving the allocation <br />of Community Development Block Grant (CDBG) funding for the 2014 CDBG action <br />plan; authorizing the City Manager or his designee to act as the official representative <br />of the City in matters related to the CDBG program and action plan; and declaring an <br />effective date. <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Prather, that <br />Resolution 2014 -86R be approved. Funding was allocated as follows: <br />Hays Caldwell Women's Center Family Violence Shelter operating expenses: $25,000 <br />CASA Child Advocacy Program operating expenses: $25,000 <br />United Way Read, Tutor, Mentor Program operating expenses: $10,000 <br />City Parks & Rec - Recreation Program Scholarships: $6,738 <br />Southside Community Center - Housing Rehabilitation Program: $100,000 <br />City Parks & Rec - Swift Park Mini -skate Feature construction: $30,000 <br />City Parks & Rec - Veteran's Park (Mariposa Street) Improvements: $197,791 <br />Council provided direction to fund the $40,000 request by Community Action out of the General <br />Fund using salary savings and to also fund the remaining $6,012 of the Recreation Program <br />Scholarships as well. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro-Tern Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />17. Consider Stone Creek Chapter 380 Economic Development Agreement, and provide <br />direction to Staff. <br />A motion was made by Deputy Mayor Pro Tern Becak, seconded by Council Member Prather, that <br />Resolution 2014 -47R, be approved. The motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Deputy Mayor Pro Tern Becak, Council Member Thomason, <br />Council Member Scott, Council Member Prather and Council Member Prewitt <br />Against: 1 - Mayor Pro -Tem Thomaides <br />18. Receive the recommended 2014 -2024 10 Year Capital Improvements Program (CIP) <br />as approved by the Planning and Zoning Commission on May 27, 2014, and provide <br />City of San Marcos Page 6 <br />
