14 Regular Meeting January 9, 1989 Page 4 Mayor Morris then introduced for consideration adoption of the Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECLARING THAT THE CITY ELECTS TO BECOME ELIGIBLE TO PARTICIPATE IN OFFERING TAX ABATEMENT UNDER THE PROPERTY REDEVELOPMENT AND TAX ABATEMENT ACT AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for adoption of the Resolution and Mr. Guerra seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of the minutes of the Regular Meeting held December 16, 1988, approval of the minutes of the Special Meeting held December 22, 1988, approval of an Ordinance on second reading, adoption of an Ordinance on third and final reading, adoption of a Resolution and authorization for approval of a $500.00 appropriation from the San Marcos Electric Fund Contingency Account for the NOMAD organization by consensus. Mr. Brown moved for approval of the minutes of the Regular Meeting held December 16, 1988 (Mr. Plummer and Ms. Kissler abstaining), approval of the minutes of the Special Meeting held December 22, 1988 (Ms. Kissler abstaining), approval of the Ordinance on second reading, adoption of the Ordinance on third and final reading, adoption of the Resolution, and for authorization for approval of $500.00 appropriation from the San Marcos Electric Fund Contingency Account for the NOMAD organization by consensus, and Mr. Hernandez seconded the motion, which passed unanimously. The captions of the Ordinances and Resolutions read as follows: Approval of Ordinance on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REPEALING THAT ORDINANCE ADOPTED ON THIRD READING ON DECEMBER 12, 1988, WHICH AMENDED SECTION 16-3 OF ARTICLE 1 OF CHAPTER 16, MISCELLANEOUS OFFENSES AND PROVISIONS, OF THE CODE OF ORDINANCES OF SAID CITY TO PROVIDE FOR THE PROTECTION OF PERSONS USING PUBLIC WATERS IN SPRINGLAKE AND PROHIBITING VIOLATIONS OF LAW ASSOCIATED WITH THE USE OF PUBLIC WATERS IN SPRINGLAKE, AND ADOPTING A NEW ORDINANCE RELATING TO THE SAME SUBJECT, AND DECLARING AN EFFECTIVE DATE. Adoption of Ordinance on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29, TRAFFIC, OF THE SAN MARCOS CODE OF ORDINANCES DELETING UNNECESSARY LANGUAGE AND ALTERING INAPPROPRIATE TERMINOLOGY AND DECLARING AN EFFECTIVE DATE. Adoption of Resolution: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A STATEMENT OF CASH MANAGEMENT AND INVESTMENT POLICIES FOR THE CITY OF SAN MARCOS AND DECLARING AN EFFECTIVE DATE. Mayor Morris introduced for consideration authorization to bid an atomic absorption spectrophotometer.
