CITY OF SAN MARCOS ELECTRIC RULES AND REGULATIONS <br />ADJUSTMENT OF BILLS FOR METER ERROR <br />All meters shall be tested for accuracy before being installed and at regular intervals <br />thereafter. No meter shall be installed or remain in service which is not within the <br />accuracy standards established by the American National Standards Institute, <br />Incorporated. If a customer believes that a meter is registering inaccurately, (s)he may <br />request a test to be performed during normal business hours at a time to be determined by <br />the City. Such determination shall accommodate the convenience of the customer if the <br />customer desires to observe the test. <br />The test shall be made on the customer's premises or at the city's discretion at a test <br />laboratory. When a meter test is performed upon request by the customer in accordance <br />with the foregoing, such test shall be made at no cost to the customer; however, if the <br />meter has been tested by the City, or by an authorized agency, at the customer's request, <br />and within a period of four years the customer requests a new test, the city shall make the <br />test, but if the meter is found to be within the accuracy standards established by the <br />American National Standards Institute, Incorporated, the city may charge the customer a <br />fee which reflects the cost to test the meter, but this charge shall in no event be more than <br />fifteen dollars ($15.00) for a residential customer. Other classes of customers shall pay <br />the actual cost of the test including appropriate overheads. If the meter is found to be <br />registering inaccurately, the City will assume the cost of the test. <br />Following the completion of any requested test, the city shall promptly advise the <br />customer of the date the meter is removed, the date of the test, the result of the test, and <br />who made the test. <br />If any meter is found to be outside of the accuracy standards established by the American <br />National standards Institute, Incorporated, proper correction shall be made of previous <br />readings for the period of six months immediately preceding the removal of such meter <br />from service for test, or from the time the meter was in service since last tested, but not <br />exceeding six months, as the meter shall have been shown to be in error by such test, and <br />adjusted bills shall be rendered. No refund shall be made by the city except to the <br />customer last served by the meter prior to the testing. If a meter is found not to register for <br />any period for any reason, the City shall make a charge for units used, but not metered, for <br />a period not to exceed three months based on amounts used under similar conditions <br />during a period preceding or subsequent thereto, or during corresponding periods in <br />previous years. <br />METER CONSUMPTIONS NOT COMBINED <br />For the purpose of calculating charges, each meter on the customer's premises will be <br />considered separately, and the consumptions recorded by two or more meters will not be <br />combined except as follows: <br />(a) Where the combination of metered consumptions are specifically provided <br />for in rate schedules. <br />(b) Where the maintenance of adequate service and /or where the city's operating <br />convenience shall require the installation of two or more meters upon the <br />customer's premises instead of one meter. <br />INTERRUPTION OF SERVICE <br />11 <br />
