D. MUNICIPAL SERVICE <br />The City will construct permanent extensions of, or additions to, existing city overhead <br />lines and facilities for Municipal services in those areas serving the City's retail electric <br />customers. <br />The city will make every effort to accommodate the line extension needs for Municipal <br />services. Each request for the extension of electric facilities for the Municipal systems <br />will be evaluated individually to determine the maximum construction possible without <br />an excess construction cost payment. (See, Appendix A, Section E for Street Light <br />rules) <br />E. LIGHTING <br />The City will construct permanent extensions of, or additions to, existing overhead <br />facilities of the City which provide electric service for the municipal lighting systems <br />under the appropriate Tariffs where the annual revenue justifies the costs of such <br />extensions. <br />Where primary facilities are not installed, street lighting for subdivisions will only be <br />installed, without cost to applicant, as primary facilities are extended to service <br />permanent residences or businesses in a subdivision. Street lights will be installed in <br />accordance with City ordinances and Land Development Codes. <br />F. SPECIAL FACILITIES <br />The City will extend only those facilities which are deemed necessary to render service <br />in accordance with the Tariff schedules. Where a customer requires facilities which are <br />in addition to, or in substitution for, the standard facilities which the city would normally <br />install, the extra cost thereof shall be paid by the customer. <br />I. NON - STANDARD AND CUSTOMER CONVENIENCE SERVICE- The <br />customer shall pay for any special installation necessary to meet a particular <br />requirement for service other than that normally provided. Alternative voltage <br />levels, tight voltage regulation, minimum line noise and other special <br />requirements shall be the responsibility of the customer. The customer may be <br />required to share in a portion of the estimated construction cost for extending a <br />service where such service is not normally provided, or for additional meter or <br />transformer installations to provide separate electric service such as to x -ray <br />machines. <br />2. INTERMITTENT LOADS- The city reserves the right to require that the <br />customer furnish and install any suitable or special equipment necessary to <br />reasonably limit the adverse effects created by customer -owned equipment such <br />as process furnaces, arc welders, resistance welders, and large motors. <br />3. EXCESS CONSTRUCTION COST DETERMINATION- In a situation <br />where a customer requires electrical facilities in excess of a single - phase, <br />overhead line extension, the customer may be required to pay the city for the <br />excess construction cost. The City, at its sole option, may reduce such payment <br />when the estimated annual revenues (derived from base rates, exclusive of the <br />fuel) anticipated from the proposed facility generate the required margins to <br />cover the total cost of constructing the requested facilities. <br />
