23 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JANUARY 23, 1989 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern Council Members * Fred Guerra Billy G. Hankins George Boeker Rodney Cobb Jack Doughty Ramona Brown Also Present: Clarence Miller, Jim Gandy, Patty Wenk, Rachel Vasquez, Richard Dotson, Nick Caruso, Helen VanGundy, Frances Stovall, Jim Cooksey, John Diaz, Jenny Kyle, Jane Hughson, Rosina Valle, Don Dibble, Wayne Moore, Joe Searcey, Melissa Millecam, Dan Gibson, Jack Lindstrom, Mrs. Reed Parr, Henry Krause, Debbie Lawrence and Girls Scouts and Brownies. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an appointment to the Airport Commission. The Council discussed the Ethics Review Commission's decision, regarding a conflict of interest of a nominee to the Airport Commission and requested the Ethics Review Commission and Charter Review Commission make recommendations to the City Council in the future for a charter amendment regarding conflicts of interest. Mr. Moore moved to appoint Lemoyne Livingston and Mr. Hernandez seconded the motion. On roll call the following vote was recorded: AYE: Moore, Hernandez, Morris, Kissler, Plummer. NAY: None. ABSTAIN: Guerra. Mayor Morris introduced for consideration approval of an appointment to the Senior Citizens Advisory Board. Mr. Moore moved to appoint David Jorgenson and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced the receiving of the annual report from the Heritage Association regarding the Charles S. Cock House. Mrs. Helen VanGundy reviewed with Council a written report, a copy of which is attached to these minutes. Mayor Morris introduced for consideration reconsideration of a Zoning Ordinance. The Council did not wish to reconsider the Zoning Ordinance. The caption of the Ordinance reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13, 1984 (VOL. 66) BY ZONING 3.35 ACRES, BEING THAT PORTION OF 13 LOTS IN THE SOUTH PARK COMMERCIAL SUBDIVISION, TO THE CITY OF SAN MARCOS, TEXAS, LOCATED ALONG THE NORTHWEST SIDE OF IH35 SOUTH BETWEEN CENTERPOINT ROAD AND POSEY ROAD, FROM "AR" (AGRICULTURAL-RANCH DISTRICT) TO "LI" (LIGHT INDUSTRIAL DISTRICT) AND DECLARING AN EFFECTIVE DATE. * Mr. Brown was not present at this meeting.
