<br />Mayor Morris introduced a discussion and adoption of a
<br />Resolution, the caption which was read as follows:
<br />
<br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS, ADOPTING A POLICY ON TAX ABATEMENT AND OTHER ECONOMIC
<br />DEVELOPMENT INCENTIVES FOR THE CITY OF SAN MARCOS, TEXAS,
<br />AND DECLARING AN EFFECTIVE DATE.
<br />
<br />Mr. Hernandez moved for adoption of the Resolution and Ms.
<br />Kissler seconded the motion. Mayor Morris moved to amend Section
<br />B.1.a. to read as follows: "The proposed development and/or
<br />redevelopment must maintain or create at least 10 jobs, and/or,"
<br />and Mr. Guerra seconded the motion, which passed unanimously.
<br />Mayor Morris moved to amend Section C.3.a. and c. to read as
<br />follows: "a. Reduction or elimination of capital recovery fees
<br />(impact fees) and the costs of certain other infrastructure
<br />improvements," and "c. Reduction or elimination of building
<br />permit fees, inspections and certain contractor fees," and Mr.
<br />Moore seconded the motion, which passed unanimously. Mayor
<br />Morris moved to amend Section D.2. to read as follows: "The
<br />application will be reviewed by City Manager for completeness and
<br />accuracy. . . .," and Mr. Guerra seconded the motion, which
<br />passed unanimously. Mayor Morris moved to amend Section E.2.f.
<br />to read as follows: "A method to provide for the recovery of
<br />property tax revenues and all waived fees and costs which are
<br />lost as a result of the agreement if the applicant fails to
<br />perform its obligations under the agreement," and Mr. Moore
<br />seconded the motion, which passed unanimously. The Council then
<br />voted unanimously for adoption of the Resolution.

<br />Mayor Morris introduced for consideration approval of the minutes
<br />of the Regular Meeting held January 9, 1989, approval of two
<br />Ordinances on second reading, adoption of one Ordinance on third
<br />and final reading, adoption of six Resolutions (includes
<br />addendum), approval to change the award of bid date on the
<br />following projects from January 23, 1989 to February 13, 1989:
<br />(1) atomic absorption spectrophotometer, (2) submersible sewage
<br />pump and (3) electrical transformer, and approval to close San
<br />Antonio Street between Guadalupe and LBJ on February 3, 1989 from
<br />12:00 Noon until 12:00 Midnight, and on February 4, 1989 from
<br />10:00 a.m. until 12:00 Midnight in connection with the Second
<br />Annual Mardi Gras Celebration by consensus. The City Council
<br />requested Items 7.C. and 7.D. (1) be removed from the consensus
<br />agenda. Mr. Hernandez moved to approve the minutes of the
<br />Regular Meeting held January 9, 1989, for approval of the two
<br />Ordinances on second reading, for adoption of the remaining five
<br />Resolutions (including the addendum), approval to change the
<br />award of bid date on the following projects from January 23, 1989
<br />to February 13, 1989: (1) atomic absorption spectrophotometer,
<br />(2) submersible sewage pump and (3) electrical transformer, and
<br />approval to close San Antonio Street between Guadalupe and LBJ on
<br />February 3, 1989 from 12:00 Noon until 12:00 Midnight, and on
<br />February 4, 1989 from 10:00 a.m. until 12:00 Midnight in
<br />connection with the Second Annual Mardi Gras Celebration, and Mr.
<br />Plummer seconded the motion, which passed unanimously. The
<br />captions of the Ordinances and Resolutions read as follows:

<br />TEXAS, AMENDING CHAPTER 5, BUILDINGS AND BUILDING
<br />REGULATIONS, OF THE SAN MARCOS CODE OF ORDINANCES BY THE
<br />ADOPTION OF ARTICLE VIII, STANDARD EXISTING BUILDING CODE,
<br />AND DECLARING AN EFFECTIVE DATE.
