City Council Meeting Minutes July 1, 2014 <br />IV. PRESENTATIONS <br />3. Receive a Staff presentation of the Quarterly Investment and Financial Reports, and <br />provide direction to Staff. <br />Heather Hurlbert, Finance Director, provided the Quarterly and Financial Reports. <br />4. Receive a recommendation from the Citizen Utility Advisory Board and hold a <br />discussion concerning the fluoridation of the City drinking water supply, and provide <br />direction to Staff. <br />Scott Gregson, Citizen Utility Advisory Board Chair, provided the recommendation made by their <br />board to Council regarding the fluoridation of the City's water supply. Their recommendation <br />was to continue fluoridation of the City's water supply. Following discussion the Council <br />reached consensus to have Staff form a technical subcommittee of subject matter experts in the <br />next 6 months or so to study this subject. <br />6:00 PM <br />V. Invocation <br />This evening's invocation was led by Pastor Dennis Spire from Calvary Baptist Church. <br />VI. Pledges Of Allegiance - United States And Texas <br />Council Member Thomaides led the pledges. <br />VII. 30 Minute Citizen Comment Period <br />The following citizens spoke: <br />Kathleen O'Connell, addressed the Council as the coordinator for the group Communities for <br />Thriving Water. She stated that there is no compelling reason to add hydrofluorosilicic acid to <br />the City's water supply. She read an email that the Council received from Ellie Loggins a <br />previous CUAB member. <br />Sam Brannon, addressed the Council and thanked the CUAB and stated that they are listening <br />for science behind their recommendation. He stated that he is unable to find any. He asked the <br />Council to listen for the safety of this practice, and also asked for an opportunity to cross exam <br />information in the future. <br />Elena Duran, addressed the Council on behalf of the Neighborhood Commission and updated <br />them that a subcommittee has been formed for the gateway designs that will be coming to the <br />Council. She also informed them of the level of non -owner occupied residences in the City, and <br />stated that they will hosting a public hearing for Residential Registration on July 9, 2014. Ms. <br />Duran also addressed the Council regarding fluoridation of the water supply and provided her <br />support for continuing the process. She asked the Council to talk to some of the dentists here <br />for additional education since they have to complete hours of continuing education and inform <br />themselves on the issues. <br />Rob Roark, addressed the Council and invited them to come down and meet some of the folks <br />down at the Hays County Food Bank. There is a lot of good ways to be involved in the <br />community. He urged citizens to get involved since this is budget season. He asked that the <br />City of San Marcos Page 2 <br />
