Mayor Morris moved to amend the <br />Ordinance in SECTION 9. to add Bill pryatel as an absentee voting <br />clerk and Mr. Hernandez seconded the motion. On roll call of the <br />amendment, the following vote was recorded: <br /> <br />AYE: <br /> <br />Moore, Hernandez, Morris, Kissler, Plummer. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTAIN: <br /> <br />Brown. <br /> <br />On roll call for adoption of the Ordinance on emergency, the <br />following vote was recorded: <br /> <br />AYE: <br /> <br />Moore, Hernandez, Morris, Kissler, Plummer. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTIAN: <br /> <br />Brown. <br /> <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CERTAIN SECTIONS OF THE CODE OF ORDINANCES <br />OF SAID CITY TO PROVIDE FOR THE REDUCTION AND/OR ELIMINATION <br />OF CAPITAL RECOVERY FEES (IMPACT FEES), COSTS FOR CERTAIN <br />OTHER INFRASTRUCTURE IMPROVEMENTS, WATER AND WASTEWATER <br />UTILITY RATES, PERMIT AND INSP~CTION FEES IN CONNECTION WITH <br />THE CONSTRUCTION OR ALTERATION OF BUILDINGS AND CONTRACTOR <br />FEES FOR PUBLIC RIGHT-OF-WAY CONSTRUCTION, IF APPROVED BY <br />THE CITY COUNCIL OF SAID CITY PURSUANT TO THE TERMS OF <br />INDIVIDUAL TAX ABATEMENT AND ECONOMIC DEVELOPMENT INCENTIVE <br />AGREEMENTS ENTERED INTO BY SAID CITY AND APPLICANTS, AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Hernandez moved for approval of the Ordinance on first <br />reading and Mr. Moore seconded the motion. The purpose of this <br />Ordinance is to implement the Policy on Tax Abatement regarding <br />the waiving of certain fees. The Council voted unanimously for <br />approval of the Ordinance on first reading. <br /> <br />Mayor Morris introduced for consideration approval of minutes of <br />the Regular Meeting held January 23, 1989, adoption of two <br />Ordinances on third and final reading, adoption of three <br />Resolutions and authorizing rebidding of a submersible sewage <br />pump, an atomic absorption spectrophotometer and the emergency <br />shelter grant program at Souths ide Community Center. Mr. <br />Hernandez moved for approval of the minutes of the Regular <br />Meeting held January 23, 1989, for adoption of the two Ordinances <br />on third and final reading, for adoption of the three Resolutions <br />and for authorization to rebid a submersible sewage pump, an <br />atomic absorption spectrophotometer and the emergency shelter <br />grant program at Southside Community Center, and Ms. Kissler <br />seconded the motion, which passed unanimously (Mr. Brown <br />abstaining to the approval of the minutes of the January 23, 1989 <br />Regular Meeting).
