Mayor Morris moved to amend the Ordinance in SECTION 9. to add Bill pryatel as an absentee voting clerk and Mr. Hernandez seconded the motion. On roll call of the amendment, the following vote was recorded: AYE: Moore, Hernandez, Morris, Kissler, Plummer. NAY: None. ABSTAIN: Brown. On roll call for adoption of the Ordinance on emergency, the following vote was recorded: AYE: Moore, Hernandez, Morris, Kissler, Plummer. NAY: None. ABSTIAN: Brown. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CERTAIN SECTIONS OF THE CODE OF ORDINANCES OF SAID CITY TO PROVIDE FOR THE REDUCTION AND/OR ELIMINATION OF CAPITAL RECOVERY FEES (IMPACT FEES), COSTS FOR CERTAIN OTHER INFRASTRUCTURE IMPROVEMENTS, WATER AND WASTEWATER UTILITY RATES, PERMIT AND INSP~CTION FEES IN CONNECTION WITH THE CONSTRUCTION OR ALTERATION OF BUILDINGS AND CONTRACTOR FEES FOR PUBLIC RIGHT-OF-WAY CONSTRUCTION, IF APPROVED BY THE CITY COUNCIL OF SAID CITY PURSUANT TO THE TERMS OF INDIVIDUAL TAX ABATEMENT AND ECONOMIC DEVELOPMENT INCENTIVE AGREEMENTS ENTERED INTO BY SAID CITY AND APPLICANTS, AND DECLARING AN EFFECTIVE DATE. Mr. Hernandez moved for approval of the Ordinance on first reading and Mr. Moore seconded the motion. The purpose of this Ordinance is to implement the Policy on Tax Abatement regarding the waiving of certain fees. The Council voted unanimously for approval of the Ordinance on first reading. Mayor Morris introduced for consideration approval of minutes of the Regular Meeting held January 23, 1989, adoption of two Ordinances on third and final reading, adoption of three Resolutions and authorizing rebidding of a submersible sewage pump, an atomic absorption spectrophotometer and the emergency shelter grant program at Souths ide Community Center. Mr. Hernandez moved for approval of the minutes of the Regular Meeting held January 23, 1989, for adoption of the two Ordinances on third and final reading, for adoption of the three Resolutions and for authorization to rebid a submersible sewage pump, an atomic absorption spectrophotometer and the emergency shelter grant program at Southside Community Center, and Ms. Kissler seconded the motion, which passed unanimously (Mr. Brown abstaining to the approval of the minutes of the January 23, 1989 Regular Meeting). The captions of the Ordinances and Resolutions read as follows: Adoption of Ordinances on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 5, BUILDINGS AND BUILDING REGULATIONS, OF THE SAN MARCOS CODE OF ORDINANCES BY THE ADOPTION OF ARTICLE VIII STANDARD EXISTING BUILDING CODE, AND DECLARING AN EFFECTIVE DATE.
