<br />42 <br /> <br />Regular Meeting <br /> <br />February 13, 1989 <br /> <br />Page 3 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS AMENDING CHAPTER 31, MUNICIPAL AIRPORT, OF THE SAN <br />MARCOS CODE OF ORDINANCES TO PROVIDE NEW AIRFIELD <br />COMMUNICATIONS INFORMATION AND TRAFFIC PATTERN DIRECTIONS <br />AND AMENDING THAT SECTION WHICH PROVIDES FOR A $30.00 PER <br />MONTH FEE FOR TIE-DOWN AIRCRAFT LEASED AT THE AIRPORT TO <br />PROVIDE FOR NO COLLECTION OF SUCH FEES DURING 1989 AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Adoption of Resolutions: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS APPROVING CHANGE ORDER NO.1 INCREASING THE CONTRACT <br />TIME AND AMOUNT OF THE EAST BUGG LANE PAVING AND DRAINAGE <br />IMPROVEMENTS PROJECT, AUTHORIZING THE CITY MANAGER TO <br />EXECUTE SAID CHANGE ORDER ON BEHALF OF SAID CITY AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF AMENDMENT <br />NUMBER THREE TO THE TEXAS COMMUNITY DEVELOPMENT PROGRAM <br />CONTRACT WITH THE TEXAS DEPARTMENT OF COMMERCE CONCERNING <br />EMBER INDUSTRIES, INC., AUTHORIZING THE MAYOR TO EXECUTE <br />SAID AMENDMENT AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS <br />APPROVING THE TERMS AND CONDITIONS OF AN AGREEMENT <br />FOR ON-CALL SERVICE FOR THE CITY'S DG-MV7800 COMPUTER, AND <br />AMENDMENT NO.1 TO SAID AGREEMENT AND APPROVING THE TERMS <br />AND CONDITIONS OF A MULTIYEAR PLUS SERVICE OPTION ADDENDUM <br />TO THE ON-CALL SERVICE AGREEME~TS FOR CITY'S DG-MVIOOOO AND <br />DG-MV7800 COMPUTERS, SAID AGREEMENTS BEING WITH DATA GENERAL <br />SERVICE, INC., AUTHORIZING THE MAYOR TO EXECUTE SAID <br />AGREEMENTS ON BEHALF OF SAID CITY AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mayor Morris introduced for consideration award of bid for the <br />hot mix asphalt supply agreement. Mr. Moore moved to award bid <br />to Colorado Materials Company of San Marcos, Texas at the <br />following rates: $18.00 - 7,500 tons asphalt, hot-mix dumped on <br />ground; $18.85 - 7,500 tons asphalt hot-mix dumped in machine and <br />Alternate #1 - $16.50 - 7,500 tons asphalt hot-mix picked up by <br />buyer, not to exceed the budgeted amount of $228,547.00, and Mr. <br />Hernandez seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced a discussion regarding the preliminary <br />water supply investigation review of selected alternatives <br />prepared by Black and Veatch. Mr. Gilley stated Black and Veatch <br />has prepared a basic review of how to approach this issue. Buz <br />Patrick of Black and Veatch stated they had addressed two <br />questions: (1) cost factors and (2) feasible alternatives. Mr. <br />Patrick stated Black and Veatch had reviewed GBRA's alternatives <br />for water. They determined costs which are outlined on Page 5 of <br />the report provided in the Council's packets, and advised the <br />best approach for San Marcos would be a storage tank using water <br />from the San Marcos River, which is treatable, and which would <br />have to be permitted by the Texas Water Commission. He stated <br />there would be more options with San Marcos having a plant than <br />offered with the New Braunfels' arrangement, and that our surface <br />water rights supply could be from Canyon Lake and actually use <br />San Marcos River water. The Council asked Staff to provide <br />information of a long-term comparison of the Gruene plant vs. use <br />of the San Marcos River water. Mr. Patrick stated it is a <br />6-month process to acquire a permit from the Texas Water <br />Commission, and Mr. Boeker stated the City needed to begin the <br />process for a water permit whether we use San Marcos River water <br />or Canyon Lake. The Council asked Staff to provide an estimate <br />on consulting fee charges for the permitting process before <br />requesting RFPs and want the City's options to coordinate with <br />
