Morris <br /> Mayor Pro-Tern Fred Guerra <br /> Council Members Billy G. Moore <br /> Rick Hernandez <br /> Karl W. Brown <br /> Betty Jane Kissler <br /> Bill Plummer <br /> City Manager Larry Gilley <br /> City Secretary Janis K. Womack <br /> City Attorney Lamar W. Hankins <br /> Director of Finance Donna Farley <br /> Director of Public Works George Boeker <br /> Director of Parks and Recreation Rodney Cobb <br />Also Present: Tom Goynes, Duane Tegrotenhuis, Patti Wenk, <br />Richard Dotson, Tom Wassenich, Rachel Vasquez, Terry Ewald, Henry <br />Oles, John Wade, Jerry Romero, Janace Wade, Kelly Franks, Melissa <br />Millecam, Mark Hendricks, Visiting Students from Germany, Jim <br />Gandy, Harry Bishop, Jane Hughson and others. <br />Mayor Morris called the meeting to order at 7:30 p.m. <br />Mayor Morris introduced for consideration approval of an <br />appointment to complete a vacancy on the Central Texas Higher <br />Education Authority. Mr. Guerra moved to appoint Diana Carbajahl <br />and Mr. Moore seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an <br />appointment to complete a vacancy on the Cemetery Commission. <br />Mr. Joe Nicola advised the Cemetery Commission that he wished to <br />continue serving on the Cemetery Commission, and the Council was <br />not required to take any action since Mr. Nicola did not resign. <br />Mayor Morris introduced for consideration approval of two <br />appointments to the Historic Preservation Commission of citizens <br />who have demonstrated an interest in the history of San Marcos. <br />Mayor Morris moved to appoint Diana Murphree and Mr. Guerra <br />seconded the motion, which passed unanimously. The remaining <br />appointment will be rescheduled March 13, 1989. <br />Mayor Morris introduced for consideration approval of an <br />appointment to complete a vacancy on the Commission for Women. <br />Mayor Morris moved to appoint Trini Smith and Mr.Guerra seconded <br />the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an <br />appointment as the City's representative to the National <br />Organization on Disability. Ms. Kissler moved to reappoint <br />Ofelia Vasquez and Mr. Plummer seconded the motion, which passed <br />unanimously. <br />Mayor Morris introduced a presentation by Duane Tegrotenhuis and <br />Torn Goynes regarding (San Marcos) River Clean-Up. Messrs. <br />Tegrotenhuis and Goynes presented a slide presentation and a <br />written report advising of the need to clean up the river area. <br />They expressed the need for a central location wherein citizens <br />can dump refuse for free or cheaply and that the residences need <br />ongoing education when BFI will pick up bulky items. They stated <br />there are river clean-ups semi-annually and that there is a need <br />for scheduled clean-ups on a monthly basis. They suggested a <br />committee be formed to look at a plan to alleviate this problem, <br />such as a central transfer station that could possibly be shared <br />by Caldwell, Guadalupe and Hays Counties.
