54 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, FEBRUARY 27, 1989 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern Fred Guerra Council Members Billy G. Moore Rick Hernandez Karl W. Brown Betty Jane Kissler Bill Plummer City Manager Larry Gilley City Secretary Janis K. Womack City Attorney Lamar W. Hankins Director of Finance Donna Farley Director of Public Works George Boeker Director of Parks and Recreation Rodney Cobb Also Present: Tom Goynes, Duane Tegrotenhuis, Patti Wenk, Richard Dotson, Tom Wassenich, Rachel Vasquez, Terry Ewald, Henry Oles, John Wade, Jerry Romero, Janace Wade, Kelly Franks, Melissa Millecam, Mark Hendricks, Visiting Students from Germany, Jim Gandy, Harry Bishop, Jane Hughson and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Central Texas Higher Education Authority. Mr. Guerra moved to appoint Diana Carbajahl and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Cemetery Commission. Mr. Joe Nicola advised the Cemetery Commission that he wished to continue serving on the Cemetery Commission, and the Council was not required to take any action since Mr. Nicola did not resign. Mayor Morris introduced for consideration approval of two appointments to the Historic Preservation Commission of citizens who have demonstrated an interest in the history of San Marcos. Mayor Morris moved to appoint Diana Murphree and Mr. Guerra seconded the motion, which passed unanimously. The remaining appointment will be rescheduled March 13, 1989. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Commission for Women. Mayor Morris moved to appoint Trini Smith and Mr.Guerra seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment as the City's representative to the National Organization on Disability. Ms. Kissler moved to reappoint Ofelia Vasquez and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced a presentation by Duane Tegrotenhuis and Torn Goynes regarding (San Marcos) River Clean-Up. Messrs. Tegrotenhuis and Goynes presented a slide presentation and a written report advising of the need to clean up the river area. They expressed the need for a central location wherein citizens can dump refuse for free or cheaply and that the residences need ongoing education when BFI will pick up bulky items. They stated there are river clean-ups semi-annually and that there is a need for scheduled clean-ups on a monthly basis. They suggested a committee be formed to look at a plan to alleviate this problem, such as a central transfer station that could possibly be shared by Caldwell, Guadalupe and Hays Counties.
