The Mayor stated information will be coming to the Council soon regarding recycling. Terry Ewald reiterated the need for the river clean-up and that Sigma Phi Epsilon is willing to assist in efforts to do so. Bill Gowan of Sigma Phi Epsilon stated their fraternity will be soliciting the support of the City, County and Clubs to accomplish this goal, but that the long-term solution would require funds. Martha Latta stated she is in the process of organizing a recycling program for San Marcos. Mayor Morris introduced a public hearing and adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOMINATING AN AREA AS AN ENTERPRISE ZONE PURSUANT TO THE TEXAS ENTERPRISE ZONE ACT (VERNON'S ANNOTATED CIVIL STATUTES, ARTICLE 5190.7); PROVIDING TAX INCENTIVES; DESIGNATING A LIAISON TO ACT AS THE CITY'S AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S NOMINATION OF AN AREA AS AN ENTERPRISE ZONE AND TO ITS DESIGNATION AS SUCH BY THE TEXAS DEPARTMENT OF COMMERCE; AND DECLARING AN EFFECTIVE DATE. Mayor Morris opened the public hearing and asked if anyone wished to speak for or against the Resolution. Henry ales stated his property known as the Bohlman Industry property had not been included in the enterprise zone and wanted to know why. He was advised his property did not meet the criteria required by the Texas Department of Commerce and was therefore removed. He requested the City once again purs~e his property being made a portion of the enterprise zone, to which he was advised an effort by the City would be made to include his property if it could meet the criteria required by TDC. No one else wished to speak, so Mayor Morris closed the public hearing. The criteria to be included in the enterprise zone is attached and was reviewed with the Council and public by Jenny Kile. Jane Hughson asked how the 1990 Census will affect the enterprise zone, to which Mr. Gilley responded that he did not think it would affect the zone once it has been established. Jim Gandy of the Chamber of Commerce stated several businesses are looking to locate in San Marcos, and that the Chamber is supportive of the Council's effort to provide this economic step. He stated it has become an active trend across Texas with the establishment of 25 enterprise zones. He stated Austin, San Antonio, and now San Marcos, were the only cities on the IH35 Corridor offering enterprise zones, as other cities did not meet the criteria for the zones. Ms. Kissler moved for adoption of the Resolution and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED AUGUST 29, 1988, WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1988 AND ENDING ON SEPTEMBER 30, 1989, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE, TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS, ADOPTING SAID REVISIONS AND ESTIMATES, AND DECLARING AN EFFECTIVE DATE.
