The Mayor stated information will be coming to <br />the Council soon regarding recycling. Terry Ewald reiterated the <br />need for the river clean-up and that Sigma Phi Epsilon is willing <br />to assist in efforts to do so. Bill Gowan of Sigma Phi Epsilon <br />stated their fraternity will be soliciting the support of the <br />City, County and Clubs to accomplish this goal, but that the <br />long-term solution would require funds. Martha Latta stated she <br />is in the process of organizing a recycling program for San <br />Marcos. <br />Mayor Morris introduced a public hearing and adoption of a <br />Resolution, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, NOMINATING AN AREA AS AN ENTERPRISE ZONE PURSUANT TO <br /> THE TEXAS ENTERPRISE ZONE ACT (VERNON'S ANNOTATED CIVIL <br /> STATUTES, ARTICLE 5190.7); PROVIDING TAX INCENTIVES; <br /> DESIGNATING A LIAISON TO ACT AS THE CITY'S AUTHORIZED <br /> REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S <br /> NOMINATION OF AN AREA AS AN ENTERPRISE ZONE AND TO ITS <br /> DESIGNATION AS SUCH BY THE TEXAS DEPARTMENT OF COMMERCE; AND <br /> DECLARING AN EFFECTIVE DATE. <br />Mayor Morris opened the public hearing and asked if anyone wished <br />to speak for or against the Resolution. Henry ales stated his <br />property known as the Bohlman Industry property had not been <br />included in the enterprise zone and wanted to know why. He was <br />advised his property did not meet the criteria required by the <br />Texas Department of Commerce and was therefore removed. He <br />requested the City once again purs~e his property being made a <br />portion of the enterprise zone, to which he was advised an effort <br />by the City would be made to include his property if it could <br />meet the criteria required by TDC. No one else wished to speak, <br />so Mayor Morris closed the public hearing. The criteria to be <br />included in the enterprise zone is attached and was reviewed with <br />the Council and public by Jenny Kile. Jane Hughson asked how the <br />1990 Census will affect the enterprise zone, to which Mr. Gilley <br />responded that he did not think it would affect the zone once it <br />has been established. Jim Gandy of the Chamber of Commerce <br />stated several businesses are looking to locate in San Marcos, <br />and that the Chamber is supportive of the Council's effort to <br />provide this economic step. He stated it has become an active <br />trend across Texas with the establishment of 25 enterprise zones. <br />He stated Austin, San Antonio, and now San Marcos, were the only <br />cities on the IH35 Corridor offering enterprise zones, as other <br />cities did not meet the criteria for the zones. Ms. Kissler <br />moved for adoption of the Resolution and Mr. Moore seconded the <br />motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THAT ORDINANCE ADOPTED AUGUST 29, 1988, <br /> WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF <br /> CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL <br /> GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING <br /> OCTOBER 1, 1988 AND ENDING ON SEPTEMBER 30, 1989, AND <br /> APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF <br /> SUCH ESTIMATE, TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE <br /> SAID FUNDS, ADOPTING SAID REVISIONS AND ESTIMATES, AND <br /> DECLARING AN EFFECTIVE DATE. <br />Mr. Guerra moved for approval of the Ordinance on first reading <br />and Ms. Kissler seconded the motion.
