City Council Meeting Minutes July 15, 2014 <br />pride in this community, and if we want a hospital that not only survives but thrives then we <br />have to add the additional executive level housing. He asked the Council to please support La <br />Cima. <br />Brian Bondy, addressed the Council regarding the midlevel housing demand but lack of supply. <br />He asked the Council to support La Cima. <br />Kevin Carswell, addressed the Council about the La Cima project and stated that this is <br />something that we have needed for many years. We have need more parkland, more <br />infrastructure and also adding an elementary school. He encouraged the council to allow this to <br />move forward and thanked everyone for coming out and being active in the community. <br />Sam Brannon, addressed the Council on behalf of Fluoride Free San Marcos. He stated that they <br />are not willing to wait for the Council to make their move. He indicated that he has provided <br />studies to the Council, and asked that the council provide the studies they have received. <br />Robbie Wiley, addressed the Council and spoke in favor of the La Cima project. She stated that <br />we don't have enough executive level housing and stated that this needs to get out of <br />subcommittee and move forward. <br />Monica McNabb, addressed the Council regarding the La Cima development. She talked about <br />our young creative professional class and not being able to retain that class of people here. <br />This development allows for those sort of professionals to stay here in San Marcos and asked <br />the council to approve the agreement for La Cima, and that San Marcos deserves this. <br />Carter Morris, addressed the Council spoke in favor of the La Cima development and that the <br />housing needs are dire. He stated that we need to increase our inventory vastly. We need to get <br />this moving quicker so we can get this project going and echoed Ms. McNabb's comments. <br />Melissa Derrick, addressed the Council and spoke against the La Cima PID and that the city <br />shouldn't support the PID. We all want to keep businesses here and we all want housing and the <br />city would be funding the wastewater and we wouldn't receive the property tax. <br />Kim Porterfield, addressed the Council regarding Item #14 and encouraged the 50% tax <br />increment for the Lone Star Rail item. She addressed the financial triggers that are in place and <br />all of the good clauses in place. She also spoke in favor of Item #12. <br />CONSENT AGENDA <br />A motion was made by Council Member Prather, seconded by Council Member Scott, to approve <br />the consent agenda, with the exception of item #12 and #16 which were pulled and considered <br />separately. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tern Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />5. Consider approval of the July 1, 2014 Regular Meeting Minutes <br />6. Consider approval of Ordinance 2014 -40, on the second of two readings, approving <br />an amendment to the Preferred Scenario Map of the City's Comprehensive Plan from <br />an "Area of Stability" to a "Medium Intensity Zone" for a 216.5 acre, more or less, tract <br />of land out of the J.M.
