<br />Mayor Morris called the meeting to order at 7:30 p.m.
<br />Mayor Morris introduced for consideration an annexation public
<br />hearing, the caption which was read as follows:
<br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS,
<br />TEXAS, ANNEXING TO SAID CITY A TRACT OF LAND CONTAINING
<br />110.859 ACRES, MORE OR LESS, FRONTING ON THE SOUTHEAST
<br />RIGHT-OF-WAY LINE OF INTERSTATE HIGHWAY 35 IN HAYS COUNTY,
<br />TEXAS, SAID LAND BEING LOCATED WITHIN THE EXTRATERRITORIAL
<br />JURISDICTION OF SAID CITY AND LYING ADJACENT TO PRESENT CITY
<br />BOUNDARIES; APPROVING A SERVICE PLAN FOR SAID TRACT;
<br />EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE
<br />SAID TRACT; GRANTING TO THE INHABITANTS OF SAID TRACT ALL
<br />THE RIGHTS AND PRIVILEGES OF OTHER CITIZENS OF SAID CITY;
<br />BINDING SAID INHABITANTS BY ALL OF THE ACTS AND ORDINANCES,
<br />RULES AND REGULATIONS OF SAID CITY; AND DECLARING AN
<br />EFFECTIVE DATE.
<br />Mayor Morris opened the public hearing and asked if anyone wished
<br />to speak for or against the annexation. Mayor Morris read into
<br />the record a letter from Jerri Martin, Board Member of Edwards
<br />Aquifer Board, a copy of which is attached. Vicki Hardin stated
<br />she was surprised the Chamber of Commerce was in support of CTEC
<br />coming to San Marcos knowing the City would be spending $2
<br />million. She stated CTEC had no allegiance to our City or water.
<br />Bill Coddington stated he was concerned for the taxpayers. He
<br />said the City cannot offer abatements until CTEC is in the city
<br />limits. It will cost $1,450,000 to provide city services, which
<br />city taxpayers will be assuming the debt in exchange for 45-50
<br />jobs. Web Brennen stated he has worked with a hydrogeologist
<br />from SWT (Dr. Albert Ogden), and it is his understanding that
<br />during a drought, water can flow into the recharge zone and toxic
<br />wastes could end up in our water. Jeffrey Stephenoff stated he
<br />has spent the past 10 years fighting for peace. He stated the
<br />City of San Marcos has fought for environmental issues, and this
