<br />98 <br />Regular Meeting April 10, 1989 Page 2 <br />community will be spending $1.5 million to help bring CTEC here <br />when we have poor people in our community. He requested an <br />environmental impact statement be prepared by CTEC listing the <br />chemicals they will use. He gave his request to the City <br />Attorney. Mr. Stephenoff lives north of Kyle. Aart Millecam, <br />Chairman of the Planning Commission, stated he was speaking as a <br />citizen of this community. He stated the Planning Commission has <br />looked at development of this area for five years regarding water <br />and wastewater capital improvements. He thinks the annexation <br />should be approved. John Wade stated he is a resident of this <br />community and welcomes CTEC. He stated it is his tax dollars, <br />and wants the City to "go for it". Clarence Miller stated he is <br />speaking as President of the Chamber of Commerce and <br />individually, and that some of the arguments he was hearing were <br />not making any sense. He stated water and wastewater expansion <br />would create the possibility for needed industry and that <br />annexation of this property would provide greater environmental <br />control. He stated tax revenues would be generated through sales <br />tax and the most important reason for the annexation is that it <br />will bring jobs to our community. Cheryl Carr, a member of the <br />San Marcos Manufacturers Board, read into the record a Resolution <br />of support from the Board (attached). Margie Moore, President of <br />the Hispanic Chamber of Commerce, stated they were in support of <br />this annexation. County Judge Don Rains stated this land was in <br />County Commissioner Ford's precinct, and that Mr. Ford and Judge <br />Rains were in support of this annexation. Jeff Jackson, a <br />student at SWT, stated he is opposed to CTEC locating here. <br />Vicki Fruit, Coordinator from the Economic Development Council, <br />provided the Council with a letter of support of this annexation <br />from Dr. Fuller, Superintendent of SMCISD (attached), and read <br />into the record a letter of support. from Dr. Michael Abbott, <br />Executive Vice President of SWT (attached). No one else wished <br />to speak for or against the annexation, so Mayor Morris closed <br />the public hearing. <br />Mayor Morris introduced for consideration a public hearing to <br />discuss eligible activities for the City under the Texas <br />Community Development Program. Mrs. Rosa Rios-Valdez of LCRA <br />stated new criteria for funding was passed in January, 1989 with <br />$11,000,000 in funding available. She stated the funding could <br />be used for businesses or infrastructure and scoring is rated on <br />a point system of 100, with 60 being the minimum score. She <br />stated there must be a private financing match. There is no <br />limitation to how many projects can be submitted, but no match <br />can exceed $500,000. Job creation is an important criteria <br />consideration. Their staff is available to assist with this <br />program. Mayor Morris opened the public hearing and asked if <br />anyone wished to speak regarding this matter. No one did, so <br />Mayor Morris closed the public hearing. <br />Mayor Morris introduced a public hearing to consider designating <br />a commercial-industrial reinvestment zone pursuant to Chapter 312 <br />of the Texas Tax Code to include property partially in and <br />partially outside the City limits of San Marcos comprising an <br />area of approximately 109.08 acres located east of Interstate 35 <br />North and South of Yarrington Road, adjacent to Interstate 35, to <br />be known as Reinvestment Zone No.2. Mayor Morris opened the <br />public hearing and asked if anyone wished to speak for or against <br />the reinvestment zone. Mr. Gilley advised the purpose of <br />creating a reinvestment zone is to enable the City to offer <br />incentives to the zone. Larry Franks stated he is a citizen of <br />San Marcos and a taxpayer. He stated the City Council is <br />attempting to provide a benefit to the City by offering tax <br />abatement. He stated it is his understanding that tax abatement <br />will be on the capital improvements on the ground of a project. <br />R. G. Phillips stated he is in favor of what is best for San <br />Marcos and Hays County and does not have all the information of <br />what is proposed for CTEC. He stated if the City is expending <br />$1. 4 million to bring CTEC, he is hopeful the City will derive <br />
