He stated he <br />hopes a period of longevity will be included in any contractual <br />arrangements. Billy Moore advised Mr. Phillips the Council is in <br />pursuit of trust of the City and the incentives' criteria is in <br />writing. Rene Ruiz read into the record a letter of support from <br />State Bank and Trust Company (attached). Lupe Carbajahl strongly <br />suggested CTEC be annexed. Jeffrey Stephenoff stated GE is not a <br />part of this great American country. They have too much concern <br />for the present and need to look more at the future. Jerry <br />Romero stated he is on the Board of Directors for the Rura 1 <br />Private Industry Council, and that they unanimously are in favor <br />of CTEC locating here and supportive of the Council's efforts to <br />bring CTEC here. Clarence Miller stated he is in support of CTEC <br />and the establishment of the reinvestment zone. George Ricker <br />stated many environmental concerns are raised regarding G.E. and <br />Rohr, and what assurance do we have for our protection. Billy <br />Moore asked that Mr. Davidson's letter of April 6, 1989 (CTEC) be <br />entered of record addressing some of Rev. Ricker's concerns. <br />Rev. Ricker was in hopes CTEC would be manufacturing civilian <br />rather than military products. Bill Coddington stated he wants <br />more information regarding what chemicals CTEC will be using and <br />stated they had not provided an environmental impact statement. <br />Billy Moore read into the record 17 City Ordinances which CTEC <br />would be required to comply with which are <br />environmentally-related (attached). Chad Wysong of Austin, a <br />member of an organization called In Fact, stated one of their <br />purposes is to pressure G.E. to produce consumer goods rather <br />than military goods. He stated San Marcos enjoys a clean, <br />natural, beautiful environment. He stated tourism appears to be <br />an important industry for San Marcqs, and the City needs to know <br />if CTEC will jeopardize what the City has. He stated what looks <br />good, such as new jobs and additional economy, needs to be <br />weighed against the possibility of toxic waste pollution. He <br />stated one of the locations CTEC considered was abandoned in lieu <br />of this site located near the Blanco River. Joyce Strum, a <br />resident of Travis County and a member of In Fact, stated the <br />Council was focusing on economic priorities and needed to be <br />aware of G.E. being a violator of the environment. She urged the <br />City to consider the kinds of industry to bring here, as G.E. is <br />not a responsible corporation. Bob Barton, stated he is a <br />business owner in San Marcos and resides on the Blanco River. He <br />stated many appear to have a fear of the unknown. He stated G.E. <br />needs to be required to meet all rules and regulations of this <br />community and of the state and federal governments. He thinks it <br />is an advantage to move forward with CTEC and is pro-labor. He <br />was in favor of the community putting our feet in the water and <br />testing it. He stated the Council can react to the City's needs <br />and commends the Council for their openness and hopes they will <br />proceed. Larry Gilley stated the CTEC site is not adjacent to <br />the Blanco River but is East of the Blanco River approximately <br />one-quarter mile and not in the Recharge Zone. Jody Webb of Hays <br />County Consolidated Independent School District stated they are <br />delighted to welcome CTEC and thinks they will improve the <br />quality of life in San Marcos. Joe Gaddie stated he is opposed <br />to CTEC and fears they will pollute the River. Mary Lisa Nibra <br />stated we need to look at G.E.'s past and consider our values. <br />She is opposed to CTEC. Joe Patac stated he is a resident of <br />Hays County and stated CTEC should be required to prove the <br />additional jobs they will provide and prove responsibility before <br />being offered assistance. He is opposed to CTEC. Bill <br />Henderson, pastor of First United Methodist Church, commends the <br />Council on their actions of aggressive envision and leadership. <br />He thanked the Council for their efforts to bring enhanced <br />quality of life to the community and expressed his support for <br />same. Mary Irwin, a student in San Marcos, is opposed to CTEC in <br />San Marcos. Donna Orgamella stated it is difficult to find <br />employment in San Marcos, but the location of this plant in San <br />Marcos could ruin the income the City derives from tourism. Ms. <br />
