<br />100 <br />Regular Meeting April 10, 1989 Page 4 <br />Costa stated she is opposed to poisoned water. Larry Franks <br />stated he is in support of the reinvestment zone. Robert <br />Habengreither stated the Council has worked hard to bring this <br />industry to San Marcos. John Wade stated he is for CTEC. Linda <br />Davis stated she is not opposed to using this property for <br />development but is opposed to its use by CTEC and wants only <br />environmentally-conscious industries to come to San Marcos. <br />Ivar Gunnarson stated we need CTEC. John Diaz, a life-time <br />resident of San Marcos, stated he is not afraid of the unknown, <br />to go for it. Sitha Klipple stated the Council has done an <br />excellent job and that she is excited to have CTEC join our <br />community. Jeff Jackson, a student of SWT, asked if CTEC would <br />be paying taxes, and Mr. Gilley advised him that they would. <br />Jack Lindstrom commended the community working together to bring <br />industry here. Web Brennen stated he is opposed to CTEC locating <br />here. Cathi Castoldi, a Board Member of San Marcos Consolidated <br />Independent School District, stated she is proud the City is <br />attracting industry, and although CTEC will not be located in the <br />SMCISD, they will have a residual effect on our community. She <br />is supportive of CTEC. John Debrie, an SWT student, stated he is <br />concerned about pollution and military overspending. He stated <br />we have poor education and health care services and military <br />spending must be curtailed. Karen Brittain stated she is for <br />CTEC. No one else wished to speak for or against the <br />reinvestment zone, so Mayor Morris closed the public hearing. <br />Mayor Morris introduced for consideration approval of <br />appointments to the Mayor's Conservation Committee, a 90-day <br />temporary committee of the Council. Mayor Morris is to appoint <br />four members and each Council Member to appoint one member. <br />Mayor Morris moved to appoint patt¡ Wenk, Frances Ybarra, Delia <br />Lucio and George Boeker; Mr. Hernandez moved to appoint Daniel <br />Bazan; Mr. Moore moved to appoint Martha Latta; Ms. Kissler moved <br />to appoint George VonderLippe; Mr. Plummer moved to appoint Wylie <br />Pipes; and Mr. Brown moved to appoint Ray Leal, which passed <br />unanimously. The remaining appointment will be rescheduled for <br />the April 24, 1989 Meeting. <br />Mayor Morris introduced a discussion by Judge Don Rains regarding <br />proposed purchase of the Old Hospital Site. Judge Rain stated <br />the County owns 8.2 acres on IH35 with access from Thorpe Lane <br />and IH35. They have been in communication with a hotel developer <br />regarding a 100-room hotel with a leased restaurant. He stated <br />this could be a $10 million investment and wants the City's help <br />and support. He said the old hospital is presently an eyesore <br />for our community, and the value of the property is $1 million. <br />He would like the City to consider a tax abatement program for <br />this property with a civic center (land and improvements) to be <br />owned jointly by the City, County and School District. The <br />Council asked Senior Planner Dan Gibson what has previously been <br />discussed regarding a civic center. Mr. Gibson stated there have <br />been discussions of a multi-purpose center, recreation center and <br />theater to be separate from a library. R. G. Phillips suggested <br />selling the front half of the property to a hotel and maintaining <br />ownership of the back half. Judge Rains stated it had been <br />considered, but it might affect the value of the property on the <br />back half. The City is to stay in communication with the County <br />regarding this matter, and there will be an agenda item on the <br />April 24 meeting to discuss a support letter and other action on <br />this matter. <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on second reading, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING APPENDIX A-GENERAL ZONING ORDINANCE OF THE <br /> CODE OF ORDINANCES OF SAID CITY BY ADDING A DEFINITION FOR <br />
