<br /> 101 <br />Regular Meeting April 10, 1989 Page 5 <br />BED AND BREAKFAST INN; MODIFYING THE DEFINITION OF HOME <br />OCCUPATION; UPDATING THE LIST OF ZONING DISTRICTS <br />DESIGNATED; CHANGING THE ZERO LOT-LINE DWELLING DISTRICT <br />DESIGNATION FROM ZL-1 TO ZL; DELETING SUBSECTION 25{D)-M <br />SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT; <br />ADDING "P" AS THE LETTER DESIGNATION FOR THE PUBLIC AND <br />INSTITUTIONAL DISTRICT IN SECTION 26; ADDING "BED AND <br />BREAKFAST INN" AS A PERMITTED USE IN A COMMERCIAL DISTRICT; <br />DELETING A DUPLICATE PROVISION IN SECTION 32(B)-LIGHT <br />INDUSTRIAL DISTRICT; RENUMBERING THE REMAINING PARAGRAPHS IN <br />SECTION 32(B) IN PROPER SEQUENCE; ADDING A NEW SET OF <br />SPECIFIC USE PERMIT CONDITIONS FOR CHILD DAY CARE AND BED <br />AND BREAKFAST INNS CONDUCTED AS HOME OCCUPATIONS; MODIFYING <br />SECTION 36-SUPPLEMENTAL AREA REQUIREMENTS; ADDING OFF-STREET <br />PARKING REQUIREMENTS FOR VEHICLE SALES AND RENTAL <br />BUSINESSES; CLARIFYING THAT PARKING LOT PAVING REQUIREMENTS <br />APPLY TO DISPLAY AREAS FOR THE SALE OR RENTAL OF VEHICLES; <br />SPECIFYING THAT STANDARDS FOR HANDICAPPED PARKING SPACES BE <br />CONSISTENT WITH THOSE CONTAINED IN THE BUILDING CODE; ADDING <br />A NEW STANDARD REQUIRING LANDSCAPING AND TREES WITHIN THE <br />PERIMETER OF THE PAVED AREA OF CERTAIN PARKING LOTS; <br />MODIFYING A PROVISION ALLOWING SPECIAL EXCEPTIONS TO WAIVE <br />OR REDUCE PARKING AND LOADING REQUIREMENTS BY ADDING <br />SPECIFIC STANDARDS; ADDING A CLARIFICATION THAT SPECIAL <br />EXCEPTIONS FOR EXPANSION OF A PRE-EXISTING NONCONFORMING USE <br />ARE SUBJECT TO COMPLIANCE WITH POLICIES OF THE MASTER PLAN <br />WITH REGARD TO LAND USE COMPATIBILITY; AND DECLARING AN <br />EFFECTIVE DATE. <br />Mr. Moore moved for approval of the Ordinance on second reading <br />and Mr. Guerra seconded the motion. Mr. Guerra discussed <br />Alternate 3 in Gayle Grassle's memo to the Council dated April 7, <br />1989 and provided to the Council at the April 7 Workshop. Mayor <br />Morris suggested the Council refer this amendment (Part 14) to <br />the Zoning Commission to clarify definitions and bring the <br />suggested amendments to the Council in the future (retail and <br />other commercial; office and professional). The Council <br />discussed Part 15 (design and construction standards for <br />off-street parking and vehicle display areas) and the use of <br />pervious pavers. Steve Jenkins stated there is a need for <br />vegetated area if there is not solid paving. He stated there is <br />also a concern of leaks from used cars. There could be a grass <br />channel with paving, partial paving or pervious pavers. There <br />was a discussion of breaking down dealerships into small, medium <br />and large categories in relation to paving requirements and 1-250 <br />parking. The Council wants the Zoning Commission to recommend <br />percentages for small, medium and large dealerships. Parts 14 <br />and 15 are to come back to the City Council with recommendations <br />from the Zoning Commission. The Council voted unanimously for <br />approval of the Ordinance on second reading. <br />Mayor Morris introduced for consideration approval of minutes of <br />the Special Meeting held March 27, 1989, the Regular Meeting held <br />March 27, 1989, approval of two Ordinances on second reading, <br />adoption of five Resolutions, approval of closing San Antonio <br />Street between LBJ Drive and Guadalupe on May 4, 1989 from 5:00 <br />p.m. to 12:00 midnight and on May 6, 1989 from 7:00 a.m. until <br />12:00 noon; and authorizing the City Attorney to file a civil <br />suit against the Talk of the Town adult bookstore, its managers, <br />owners and operators relating to their failure to comply with the <br />Sexually Oriented Businesses Ordinance on consensus. Mr. Guerra <br />moved for approval of the minutes of the Special Meeting held <br />March 27, 1989 (Mr. Moore abstaining), approval of the minutes of <br />the Regular Meeting held March 27, 1989, approval of the two <br />Ordinances on second reading, adoption of the five Resolutions, <br />approval of the street closure on May 6 and May 7, 1989 and <br />approval for the City Attorney to file a civil suit against Talk <br />of the Town adult bookstore by consensus and Ms. Kissler seconded <br />the motion, which passed unanimously.
