Senior Planner ~ <br /> SUBJECT: Zoning text amendments <br /> DATE: March 28. 1989 <br /> ************************************************************ <br /> There was extensive discussion at your March 27 meeting regarding <br /> Parts 14 and 15 of the ordinance being considered on first reading. <br /> Part 14 established a new off-street parking requirement for vehicle <br /> sales and rental dealers, and Part 15 simply amended an existing <br /> provision to clarify that the all-weather surface paving requirements <br /> for parking lots includes areas used for the display of vehicles for <br /> sale or rental. Although both involve vehicle sales and rental <br /> businesses, these are actually two different issues. which can be <br /> discussed separately as follows: <br /> FABT 14 - SectiQD 37{A){20.5) of the ZoninÆ Ordinance. <br /> <br /> There are already specific off-street parking standards for 23 <br /> different types of uses listed in this section. However, there is <br /> currently no specific off-street parking requirement for a "vehicle <br /> sales and rental dealers" classification, just as there is none listed <br /> specifically for grocery stores, banks, beauty shops, clothes <br /> laundrys, etc. These have always been considered to fall under other, <br /> more general, categories which are listed such as "Office and <br /> professional uses" or "Retail and other commercial uses", whichever is <br /> more appropriate. Unclassified uses are not exempt from off-street <br /> parking requirements. Paragraph 24 of the same subsection establishes <br /> the off-street parking requirements for unclassified uses. The <br /> Director of Planning has authority to determine the off-street parking <br /> requirement for unclassified uses based upon the minimum standard <br /> which applies to a specified use which is most closely related to the <br /> unclassified use. In the case of vehicle dealerships, the <br /> determination has always and consistently been that they are most <br /> closely related to "retail and other commercial uses," which require <br /> one off-street parking space per 250 square feet of gross floor area <br /> (for employees and customers). <br /> CITY HALL. 630 E.
