A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS SUPPORTING LEGISLATIVE ACTION TO CREATE PROGRAMS AND PROVIDE FUNDING FOR THE ENHANCEMENT OF PUBLIC TRANSPORTATION INCLUDING RELOCATION OF FREIGHT RAIL LINES. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SUPPORTING LEGISLATIVE ACTION TO INCREASE THE APPROPRIATION OF STATE GENERAL REVENUE FOR ADULT EDUCATION. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS SUPPORTING LEGISLATIVE ACTION TO CREATE A MUNICIPAL ECONOMIC DEVELOPMENT FUND AVAILABLE TO CITIES FOR USE IN ATTRACTING NEW BUSINESSES TO THEIR RESPECTIVE COMMUNITIES. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE EXTENSION OF A CONTRACT WITH TECHLINE, LTD. FOR THE PROVISION OF SINGLE PHASE PAD MOUNTED TRANSFORMERS FOR THE SAN MARCOS ELECTRIC UTILITY DEPARTMENT; AUTHORIZING THE PURCHASING MANAGER TO EXECUTE THE APPROPRIATE DOCUMENTS RELATED TO THIS CONTRACT EXTENSION ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING AN AGREEMENT BETWEEN THE CITY AND EASTER SEALS - CENTRAL TEXAS FOR VEGETATION CONTROL, DEBRIS REMOVAL AND LANDSCAPE MAINTENANCE ON CITY PROPERTY; AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AGREEMENT ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. Mayor Narvaiz stated she was moving Item 37, Discussion, up on the Agenda. Mayor Narvaiz introduced a discussion and receive presentation regarding options for implementing a Rental Property Permitting System and direction to Staff. 1) Conley Giles stated he feels the Council should do a permanent fix. He stated Sagewood is a 100 unit complex without a manager. He also stated he feels the City and the University should purchase all the units then gate the area and make it housing for married students. 2) Camille Phillips stated the issues at Sagewood are also occurring in other parts of the City. She stated these issues are not being caused by only undergraduates. 3) Dianne Wassenich provided the history of the zoning of the Sagewood area. She encouraged the Council to find a long term solution. Mr. Bell provided a powerpoint regarding the options of Rental Property Permitting System proposal. Ms. Robertson stated she feels these options are over kill and would make the situation worse. She stated she feels there should be a Task Force set up to work on the process and different options. Mayor Narvaiz stated she feels a seven member Work Group made up of citizens who live in the area, or individuals with knowledge of real estate or property management should be a part of this group, but until then enforcement should be strengthened.
