A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />SUPPORTING LEGISLATIVE ACTION TO CREATE PROGRAMS AND PROVIDE FUNDING <br />FOR THE ENHANCEMENT OF PUBLIC TRANSPORTATION INCLUDING RELOCATION OF <br />FREIGHT RAIL LINES. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />SUPPORTING LEGISLATIVE ACTION TO INCREASE THE APPROPRIATION OF STATE <br />GENERAL REVENUE FOR ADULT EDUCATION. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />SUPPORTING LEGISLATIVE ACTION TO CREATE A MUNICIPAL ECONOMIC <br />DEVELOPMENT FUND AVAILABLE TO CITIES FOR USE IN ATTRACTING NEW <br />BUSINESSES TO THEIR RESPECTIVE COMMUNITIES. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE EXTENSION OF A CONTRACT WITH TECHLINE, LTD. FOR THE <br />PROVISION OF SINGLE PHASE PAD MOUNTED TRANSFORMERS FOR THE SAN MARCOS <br />ELECTRIC UTILITY DEPARTMENT; AUTHORIZING THE PURCHASING MANAGER TO <br />EXECUTE THE APPROPRIATE DOCUMENTS RELATED TO THIS CONTRACT EXTENSION <br />ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AGREEMENT BETWEEN THE CITY AND EASTER SEALS - CENTRAL TEXAS <br />FOR VEGETATION CONTROL, DEBRIS REMOVAL AND LANDSCAPE MAINTENANCE ON <br />CITY PROPERTY; AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AGREEMENT <br />ON BEHALF OF THE CITY AND DECLARING AN EFFECTIVE DATE. <br />Mayor Narvaiz stated she was moving Item 37, Discussion, up on the Agenda. <br />Mayor Narvaiz introduced a discussion and receive presentation regarding <br />options for implementing a Rental Property Permitting System and direction <br />to Staff. 1) Conley Giles stated he feels the Council should do a permanent <br />fix. He stated Sagewood is a 100 unit complex without a manager. He also <br />stated he feels the City and the University should purchase all the units <br />then gate the area and make it housing for married students. 2) Camille <br />Phillips stated the issues at Sagewood are also occurring in other parts of <br />the City. She stated these issues are not being caused by only <br />undergraduates. 3) Dianne Wassenich provided the history of the zoning of <br />the Sagewood area. She encouraged the Council to find a long term <br />solution. Mr. Bell provided a powerpoint regarding the options of Rental <br />Property Permitting System proposal. Ms. Robertson stated she feels these <br />options are over kill and would make the situation worse. She stated she <br />feels there should be a Task Force set up to work on the process and <br />different options. Mayor Narvaiz stated she feels a seven member Work <br />Group made up of citizens who live in the area, or individuals with <br />knowledge of real estate or property management should be a part of this <br />group, but until then enforcement should be strengthened. She stated she <br />has also discussed this with Texas State University officials. Mr. <br />
