Thomaides stated he feels a Work Group would be good. He stated he feels <br />annual inspections should be done and then there should be a random pick <br />for inspections though out the year. He also stated he feels conduct and <br />disrupting the peace issues should go through the Court system. He stated <br />the costs are not going to the responsible persons. He also stated the <br />Council needs to provide a long term solution to this problem. Ms. Couch <br />stated she feels a Work Group is important and should include Dr. Trauth. <br />She inquired to whether the current Ordinance only deals with noise issues. <br />Mr. Quittner stated the noise Ordinance currently deals with noise and <br />trash issues. Mr. Jones stated many of these property owners purchased <br />these units as a second home at 7% financing and if these units are <br />mandated then the financing would fall under commercial financing at ten to <br />fifteen percent. He stated the City needs to be careful of the liability <br />permitting would create. Mr. Bell stated insurance rates are higher if the <br />insurance companies find out the property is being used for rental units. <br />Mr. Bose stated he supports a Work Group and stronger enforcement of the <br />Ordinance. Mr. Guerrero thanked Mr. Bell for looking at this issue with a <br />wide perceptive. He stated he feels this issue needs to be tightening up <br />so police officers can be patrolling other areas in the City. He also <br />stated he supports the Work Group reviewing the Permitting System. Mayor <br />Narvaiz stated she feels the individuals who cause these problems should be <br />billed for extra trash collections. She also stated the parking issues <br />should be reviewed and tightened up around San Marcos. The Council agreed <br />by consensus to have a seven member Work Group to focus on the effects of <br />permitting system. The Council also agreed by consensus to review the <br />Ordinance. Mr. Jones inquired to whether there are other areas in the City <br />with these types of problems. Mr. Bell stated there are other areas in the <br />City, but they have minor problems. Mr. Thomaides stated he feels the <br />problems are with zoning, which needs to be changed. Mayor Narvaiz stated <br />the City has done several things since 2002 and progress is being made to <br />help with these problems. <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />the Downtown Master Plan Task Force (Temporary). Mr. Guerrero moved to <br />appoint Scott Gregson to complete the vacancy, which passed unanimously. <br />Mayor Narvaiz introduced for consideration approval of two appointments to <br />the Minority Tourism Development Board. Mr. Guerrero moved to appoint Lya <br />Rainsoka (citizen position) to complete the vacancy, which passed <br />unanimously. The remaining vacancy will be rescheduled. <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />the Planning and Zoning Commission. Ms. Robertson moved to appoint Valarie <br />Guzman (City /City), Mayor Narvaiz moved to appoint Randy Bryan (City /City) <br />and Mr. Jones moved to appoint Jim Stark (City /City). Mr. Quittner was <br />asked to clarify the qualifications for the Planning and Zoning Commission <br />
