PROPERTY LOCATED NEAR THE INTERSETION OF OLD BASTROP ROAD AND <br />CENTERPOINT ROAD; APPROVING THE RELEASE OF A TAX ABATEMENT BETWEEN THE <br />CITY AND APACHE TRAILS, L.L.C; AUTHORIZING THE CITY MANAGER TO EXECUTE <br />THE RELEASE; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Guerrero moved for approval of Ordinance on first reading, and Ms. <br />Couch seconded the motion. Mr. Thomaides inquired to why the City is <br />releasing tax abatement and waterline easement. Mr. Quittner stated <br />originally this property had tax abatement for a proposed golf course, <br />which will not occur. Mr. O'Leary stated this Ordinance is to clean up <br />this property. The Council then voted unanimously. <br />Mayor Narvaiz introduced consideration approval of Ordinance on first <br />reading, the caption which was read as follows: <br />A ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />EXTENDING THE EXCEPTION FROM APPLICATION OF REVISED IMPACT FEES FOR <br />THE RIO MARC DEVELOPMENT'S EL CAMINO REAL SUBDIVISION. <br />Ms. Couch moved for approval of Ordinance on first reading, and Mr. <br />Guerrero seconded the motion, which passed unanimously. <br />Mayor Narvaiz introduced for approval to change Regular Meeting date of <br />Tuesday, November 6, 2007 (City Election) to Monday, November 5, 2007 at <br />1:00 p.m. (proposed date and time). Ms. Robertson moved to change November <br />6, 2007 Regular Meeting to November 5, 2007 Regular Meeting at 1:00 p.m., <br />and Mr. Guerrero seconded the meeting. On roll call for approval to move <br />the November 6, 2007 Regular Meeting, the following vote was recorded: <br />AYE: Thomaides, Couch, Bose, Narvaiz, Guerrero and Robertson. <br />NAY: Jones. <br />ABSTAIN: None. <br />Mayor Narvaiz considered the continuation of the Planning and Zoning <br />Commission vote (Valarie Guzman(City /City, Randy Bryan (City /City), and Jim <br />Stark (City /City)). Mr. Quittner stated the qualifications for the <br />Planning and Zoning Commission are provided in the Charter. He stated <br />eight members must have resided and owned real property in the City for a <br />period of three years before the date of appointment and the remaining <br />members must have resided and owned real property in the City's <br />extraterritorial jurisdictional for a period of three years before the date <br />of appointment. The Council withdrew their first, second and votes until <br />after Executive Session. <br />
