City Council Meeting Minutes August 5, 2014 <br />Presiding Judge of the San Marcos Municipal Court of Record. <br />IV. PRESENTATIONS <br />3. Receive a Staff presentation and update on the Downtown Reconstruction Phase I, <br />and provide direction to Staff. <br />Jennifer Shell, City Engineer, presented an update on Phase I of the Downtown Reconstruction <br />Project. <br />4. Receive a Staff presentation and hold discussion regarding Code SMTX, the rewrite of <br />the Land Development Code, and direction to Staff. <br />Matthew Lewis, Director of Development Services, provided an update to the Council regarding <br />recent Code SMTX kickoff week activies and John Foreman, Planning Manager, provided the <br />Council with a presentation on the process moving forward. <br />6:00 PM <br />V. Invocation <br />The invocation was led by Pastor J.D. Elshoff of South Austin Christian Church. <br />VI. Pledges Of Allegiance - United States And Texas <br />Council Member Becak led the assembly in the Pledges of Allegiance. <br />VII. 30 Minute Citizen Comment Period <br />Rob Roark, San Marcos, commented about how the Council wasn't paid to do this job, and he <br />thanked the Council for volunteering their time. He addressed the housing need in San Marcos <br />that was debated a few weeks ago. He stated that government is here to deal with the facts not <br />the emotions. He feels that we are talking about homes that are allowing for a check mark in <br />driving up the median home price for this community. He stated that he would like to see this <br />development on a balanced plan (La Cima). <br />Shannon Dorn, San Marcos, addressed the Council regarding fluoridation of the City's water <br />supply. She stated that this is a medication and stated that the patient should have the right to <br />informed consent. She stated that this is not an issue that is not going away, and this present <br />council has the opportunity to be a trend setter. <br />CONSENT AGENDA <br />A motion was made by Council Member Prewitt, seconded by Council Member Scott, to approve <br />the consent agenda, with the exception of item # 9 which was pulled and considered separately <br />and item #10 which was postponed. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />5.
