Consider approval of Ordinance 2014 -42, on the second of two readings, amending the City's 2013 -2014 budget to authorize the expenditure of funds in the amount of $40,000 for expenses related to the Senior Center Expansion Project; providing for the repeal of any conflicting provisions; and providing an effective date. 7. Consider approval of Resolution 2014 -105R approving the purchase of five Outdoor Circuit Breakers for the Public Services Department - Electric Utilities Division in the total amount of $152,692.00 from Wesco Distribution, Inc. through the Texas Local Government Purchasing Cooperative Buyboard Contract for Building Maintenance, Repair, Operations, Supplies and Equipment (Contract #415 -12); authorizing the City Manager or his designee to execute the appropriate purchasing documents on behalf of the City; and declaring an effective date. 8. Consider approval of Resolution 2014 -106R approving a Contract Prosecutor Agreement with Mr. Douglas Montgomery for Professional Legal Services in the San Marcos Municipal Court of Record at the rate of $60.00 per hour; authorizing the City Attorney to execute the agreement; and declaring an effective date. 9. Consider approval of Resolution 2014 -107R adopting Guiding Principles for the City's Legislative Action Program for the 84th session of the Texas Legislature in 2015. A motion was made by Council Member Scott, seconded by Mayor Pro -Tem Thomaides, that this Resolution be approved. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 10. Consider approval of Resolution 2014 -108R approving a Memorandum of Understanding between the City of San Marcos, the Edwards Aquifer Authority, and Texas State University regarding funding for the expansion of the City's Reclaimed Water System; and declaring an effective date. A motion was made by Deputy Mayor Pro Tern Becak, seconded by Council Member Scott, that this Resolution be postponed to the September 16, 2014 Regular City Council Meeting.
