City Council Meeting Minutes August 5, 2014 the City's 2013 -2014 Fiscal Year Budget by budgeting and appropriating $25,000 from the General Fund to be distributed to the LBJ Museum, the Calaboose Museum and Centro Museum to provide funding of Museum Operating Expenses for the remainder of the current fiscal year; and providing an effective date. A motion was made by Council Member Scott, seconded by Council Member Prewitt, that this Ordinance be approved, on the first of two readings. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 12. Consider approval, by motion, of a proposal to set the 2014 tax rate at 53.02 cents per $100 valuation, which is the same rate adopted in 2013, which is higher than the effective tax rate. A motion was made by Mayor Guerrero, seconded by Council Member Thomason, that proposal to set the 2014 tax rate be approved. The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 13. Discuss and consider appointments or reappointments to the TIRZ #4 - Paso Robles Board of Directors, and provide direction to Staff. A motion was made by Deputy Mayor Pro Tem Becak, seconded by Mayor Pro -Tem Thomaides, to re- appoint the following members to the TIRZ #4 - Paso Robles Board of Directors: #1 Steve Parker, Chair, 2 year term #2 Shane Scott, 1 year term #3 Wayne Becak, 2 year term #4 Laurie Moyer, 1 year term #5 Shawn Cranston, 2 year term #6 Kristy Stark, 1 year term The motion carried by the following vote: For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, Council Member Thomason, Council Member Scott, Council Member Prather and Council Member Prewitt Against: 0 14. Hold discussion regarding the proposed FY2015 Budget and Capital Improvements Plan, and provide direction to Staff. Heather Hurlbert, Finance Director led a discussion regarding the proposed FY 2015 Budget.Jennifer Shell, City Engineer discussed the Capital Improvements Program recommendations.
